54 -- ENVIRONMENTAL/SMOKING CHAMBER SOL 97-115(Q) DUE 071597 POC Grace White, Contract Specialist (404) 842-6751 This action, originally published in the CBD June 2, 1997, is revised to extend the due date for quotations from 2:00 PM June 24, 1997 to 2:00 PM July 15, 1997. The solicitation is also amended to incorporate the following questions and answers: (Q.1) If possible, provide a brief description of the testing purpose and methods proposed. The chamber will be used to precondition tobacco products at the required temperature and humidity prior to machine-smoking. Machine-smoking will proceed with 8 cigarettes simultaneously. Each cigarette-smoking position will be replenished with a new cigarette for a total of 5 cigarettes per position before the smoke residue is harvested from special trapping filters or bags (for volatile constituents). An entire run of 40 cigarettes will require approximately 1-2 hours. (Q.2) What is the desired interior height of the chamber? The exterior height should be no greater than 94.5 inches, excluding any ducting. The interior height will be determined by the exterior height; the wall and ceiling thickness should not exceed 6 inches. (Q.3) What is the overall clearance in the area where the chamber is to be installed (height, width, and length)? The building where the chanber is to be installed is presently under construction. Clearance for the chamber will ultimately be determined by the location of support posts in the completed building. Maximum clearance is expected to be nine (9) feet wide, nine (9) feet deep, 94.5 inches high. It is desired that the chamber be close to the maximum in size. (Q.4) What is the desired size of the window? At least 2 ft X 3 ft. Windows up to 50% larger are acceptable. (Q.5) What is the desired temperature range and tolerance (i.e., 77 degrees F plus or minus 3 degrees or 32 degrees F to 120 degrees F plus or minus 5 degrees, etc.)? 22 deg C +/- 0.2 deg C. (Q.6) What is the desired humidity range and tolerance? 60% +/- 2% (Q.7) Is the "400-700 CFM" a "fresh air" requirement, or recirculated air flow rate? If it is a "fresh air" requirement, what provisions are desired for elimination of the stale air, and what provisions are available for introduction of clean air (i.e., do you desire ducts to/from the exterior of the building)? This is recirculated, HEPA-filtered, conditioned air with about 200 CFM makeup air from the conditioned space external to the chamber when the smoking-machine is operating. (Q.8) Does the exhaust air (if any) contain contaminants that must be filtered prior to discharge (i.e., smoke)? HEPA-filtration is needed for the recirculated chamber air. Most of the cigarette smoke particulates and volatiles are trapped by the smoking-machine; that is the purpose of the machine. The user-supplied, smoking-machine exhaust system must be discharged to the outside and is not required to be filtered. (Q.9) What is the "loading" of the chamber (number of animals, people, heat-generating test equipment, etc.) and over what periods of time and, in the case of people, what level of effort are they exerting? The chamber's conditioning equipment must be able to provide about 200 CFM makeup air to replace the exhaust air delivered outdoors by the automated smoking-machine's own exhaust system. One or two people may be standing inside the chamber with the operating smoking-machine. There are no unusual physical activities required during the operation of the smoking- machine. (Q.10) What is the electrical power (voltage and amperage) available, and how close is the source to the installation? Two circuits will be available: (1) 120V, 20 amp, 1 phase for interior receptacles and lighting and (2) 230V, 45 amp, 3 phase for the conditioning unit. Outlets will be within 10 feet of the chamber placement area. (Q.11) Is there a need for cabling ports (to pass test equipment wiring through, etc.) or for interior electrical plugs or similar devices? No. (Q.12) Is the installation site within the building reasonably accessible to permit the delivery of standard 9-foot long x 4-foot wide chamber wall components? Yes. (Q.13) Does the chamber need to be ADA compliant -- either for subjects or for the laboratorians? No. Purchase description is based upon PGC, Inc. s Model No. RM-09009. Equivalent products of similar size providing equivalent interior space, temperature and humidity control, air movement, observation window, lighting, and access features are acceptable. (0161)
