Environmental Protection Agency (EPA) intends to award a sole source
purchase order to Envair of Albany, CA, pursuant to 41 U.S.C. 253(c)(1)
-- Only one responsible source and no other supplies or services will
satisfy agency requirements. This procurement is for the purchase of
the MAPPER software along with a technical reference manual and a
detailed users guide. EPA plans to make this software and documentation
widely available to the regulatory and scientific community.
Photochemical models are being used by air pollution regulatory
agencies to determine the direction (VOC vs NOX) and magnitude of
emission reductions required to meet the existing and proposed ozone
NAAQS. While these models are technically sophisticated, the
sensitivity of predicted ozone to changes in VOC and NOX emissions
remains uncertain and subject to question. Because decisions based on
these models have significant health and economic consequences, EPA is
promoting the use of ambient-based empirical techniques that may be
used to corroborate the direction of emission reductions suggested by
photochemical models. MAPPER is one such tool that can be used to
estimate day-to-day changes in ozone-NOX sensitivity using available
ambient measurements of ozone and NOX species. Preliminary studies have
shown that applications of MAPPER in non-attainment areas can
significantly augment the information from photochemical models and
enhance the credibility of proposed emission control measures. The
contractor shall make modifications of the computer code based on
comments received by the beta testing and from EPA reviewers of
preliminary versions of MAPPER within 4 months after the effective date
of the contract. This shall include the source and binary code for
compilation and execution in a Microsoft Windows environment (Win 3.11
or Windows 95 OS). In addition, a sample data set shall be included
for testing the execution of the MAPPER software package. The modified
code shall be tested using sample ozone and NOX data sets and
evaluated for accuracy in reproducing the underlying scientific
principals embodied in the code. The contractor shall prepare a
technical reference document that describes the scientific basis for
MAPPER within 5 months after the effective date of the contract. The
contractor shall deliver 2 hard copies and 1 electronic copy of the
technical reference manual in WordPerfect 6.x format. The document
shall also include a complete mathematical description of the algebraic
relationships used to translate MAPPER input conditions to MAPPER
output files and graphical displays. All assumptions, uncertainties and
caveats associated the algorithms used in MAPPER shall be clearly
stated. The contractor shall prepare a users guide for the MAPPER
software describing in detail input data requirements, formats and
options for handling missing data within 5 months after the effective
date of the contract. The user guide shall also contain instructions
for installing and testing the software. The contractor shall deliver
2 hard copies and 1 electronic copy of the user guide in WordPerfect
6.x format. The users guide shall also describe options for obtaining
outputs, graphics and other information needed for interpreting results
from MAPPER. Procedures shall also be included for testing MAPPER using
a sample data set to be supplied along with the software. The
contractor shall also provide a written statement giving EPA the
express right to provide unlimited distribution of the software and
documentation. All responsible sources may respond by submitting a
written narrative statement of capability within 15 days of this notice
to Kelley Holton at the above address which shall be considered by the
Agency. Responses must include detailed technical information and
other technical literature demonstrating the ability to meet the
requirement. Responses shall also include itemized pricing that is
sufficient to make a determination that competition is feasible. If no
affirmative responses are received within 15 days of this notice to
determine whether a qualified source is more advantageous to the
Government, an order will be placed with Envair. See Numbered Note
