The U.S. Arms Control and Disarmament Agency (ACDA) intends to negotiate on a sole source basis with Wisconsin Project, 1701 K Street, NW, Suite 805, Washington, DC 20006 for the Risk Report Database. ACDA requires access to the open material contained in the Risk Report Database. This database was developed and is maintained by the Wisconsin Project. The Contractor will provide ACDA with this database, which contains documents on nuclear related activities in countries of proliferation concern on a CD-ROM, along with a full-text retrieval search software package which will permit the retrieval of this data on the ACDA LAN. The importance of an unclassified data base is that it can be used for arms control initiatives without compromising intelligence information. Firms that feel they can provide the aforementioned subscription are invited to submit an affirmative response to this announcement. All affirmative responses must be in writing, must be accompanied by sufficient documentation to clearly show ability to comply with all the above requirements, and must be received within 5 calendar day of this notice. If no affirmative written response is received, within 5 calendar days after publication of this notice, to the effect that a comparable subscription is available, and that it is more advantageous to the Government than obtaining this subscription through the proposed contractor, a sole-source award will be made.***** (0161)
