Contract Action (NOCA) will serve as notice that the Laser and Imaging
Directorate of Phillips Laboratory (Air Force Research Laboratory),
located at Kirtland AFB, NM is seeking a contractor for an Analysis of
Laser Imaging Systems and Experiments (ALISE) contract. This
procurement will be 100% set-aside for small business. The objective of
this acquisition is to provide detailed computer simulations, modeling,
analysis and experiment design and execution for imaging systems,
sensors, Lidar and Airborne imaging, designation, and remote sensing
systems: especially systems involving airborne lasers and Lidars, image
and digital processing, atmospheric effects mitigation,
non-conventional imaging methods such as laser imaging, chemical
detection Lidars, laser designators and terrain imaging systems,
passive remote sensing; airborne, spaceborne and UAV borne passive and
active sensors and lasers for reconnaissance, surveillance and target
designation; high bandwidth detectors, digital data collection,
algorithms and processing; and hybrid optical-electronic systems. Tasks
include imaging, sensor and Lidar concept development and analysis;
performance analysis and prediction; systems engineering; computer
modeling, simulations and data processing; laboratory, field and
airborne experiment design, execution and analysis; Sensors, lasers,
electronics and data processing design and demonstration; and wavefront
control and measurement. This is a follow-on effort to Contract
F29601-93-C-0211. Businesses may request a copy of the RFP by sending
a written request (by mail, fax, or Email) which states their business
size and RFP F29601-97-R-0019 to the attention of Ms. Martinez. Any
business that does not state their business size will be considered a
large business. The RFP will be issued on or about 15 working days from
date of this notice. Proposals will be due 30 days from release of the
RFP. No pre-solicitation or pre-proposal conferences will be held for
this acquisition. The Statement of Work (SOW) can be found in the RFP
repository located within the Contracting Bulletin Board on the PL
Home Page located at www.plk.af.mil. The contractual effort is
contemplated as a 36 month period of performance and will be priced on
a Level-of-Effort (LOE) basis and estimated at 10-12 full time
equivalent (FTE) per year usage. The contract type contemplated is a
Cost Plus Fixed Fee (CPFF). The SIC code is 8711, size standard of $20
Million as defined in FAR 19.101. Interested concerns must be able to
demonstrate their ability to manage a broad based support effort in
the task areas stated below and have, or be capable of obtaining, a
SECRET Facility Clearance. Work is expected to be conducted primarily
at on base facilities, but some work will be conducted at the
contractor's plant. Foreign firms are advised they will NOT be allowed
to participate as the prime contractor. The research and test data
produced under a resultant contract may contain Military Critical
Technology List (MCTL) information whose export is restricted by the
Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export
Administration Act of 1979, as amended (Title 50, USC, App. 40-1, et
seq.). Only those companies who are on the Qualified Contractors Access
List (QCAL) may receive such information. Request certification and
registration from the Defense Logistics Service Center (DLSC), Federal

(1-800-352-3572) as soon as possible. An ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
address concerns during the proposal development phase of the
acquisition. Potential offerors should communicate first with the
Contracting Officer to request information, pose questions, and voice
concerns before contacting the Ombudsman. In those instances where
offerors cannot obtain resolution from the Contracting Officer, they

When requested, the Ombudsman will maintain strict confidentiality as
