Support Enforcement (OCSE) of the Administration for Children and
Families (ACF) requires the services of a contractor to provide child
support enforcement information to state legislatures on the
requirements of the Personal Responsibility and Work Opportunity
Reconciliation Act of 1996 (welfare reform). The contractor will be
required to interact with state legislators in: 1) providing testimony
to and consulting with state legislative committees and staffs
considering child support enforcement issues and policies; 2)
organizing and presenting information workshops and developing and
writing publications; and 3) tracking the passage of state legislation
relative to welfare reform. The contractor will also be required to
provide information and research services, and operate a national
clearinghouse capability to quickly and accurately respond to inquiries
from legislative and various other sources. The period of performance
shall be one (1) year. The solicitation will be issued on or about June
25, 1997 as RFP 105-97-8301. All requests for the RFP must be in
