National Inst. of Health, Division of Clinical Sciences intends to
issue a sole source RFQ to Carl Seils to reconstruct the use of
clinical, laboratory, animal, and administrative space. The current
assignments have been made in an evolutionary manner as space became
available over a 30 year period. As new research, clinical initiatives
and investigator collaborations were implemented, it was often
impossible to make assignments in contiguous space or in close
proximity to one another. Thus the need for the development of an
overall plan to achieve organizational and performance goals while
maximizing the total benefits accuruing to the individual activities.
This plan will include what is normally associated with the space
reassignment-cost projections, swing space and infrastructure
suitalbility. This requirement, however, is vastly different as it
involves a variety of uses which have varied and differenet
requirements. Sepcifically, laboratory, animal, clinical, and
administrative space have differente environmental, electrical, and
safety requirements which are unique unto the occupants and purpose of
the space. The same is true for the use of swing space. Thus it is
necessary to have this plan developed by an individual/organization
which is familiar with the requirements. An added benefit would be an
organization/individual who is familiar with the space available at the
NIH. This would facilitate a more effective and certainly much faster
plan development. Mr. Seils, a former NIH Division of Engineering
Services employee, has an in depth knowledge of the physical
requirements of the types of spaces which must be moved, their various
special and unique needs as well as the NIH space available. Thus, he
can identify the swing space with little or no difficulty. In addition
he has supervised relocations which involved live research animals,
clinical and surgical laboratories as well as general purpose research
