The following Defense FAR Supplement (DFAR) provisions and clauses apply to this solicitation and are incorporated by reference: DFAR 252.225-7000 Buy American Act -- Balance of Payments Program Certificate (DEC 1991), DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of commercial Items: The following clauses under paragraph (b) of this clause apply: 252.219-7008, 252, 225-7001, and 252.233-7000. Award will be made to the eligible, responsible offeror whose offer, conforming to the solicitation, offers to the overall lowest price to the Govt. The Govt reserves the right to award the contract to other than the lowest priced offeror. As a minimum, vendors should provide this office: a price proposal on letterhead or a SF1449 for the requested items w/unit price, extended price, prompt payment terms, remittance address, descriptive literature of items offered, and copies of FAR 52.212-3 and DFAR 252.212-7000.
