intends to solicit, negotiate and award a purchase order with
West-Kote, Inc. aka Secord & Secord; 365 Broadway Suite #204; El Cajon,
CA. 92021; the local distributor for Nederman Vehicle Exhaust
Extraction System for an exhaust ventilation system at the Fire Station
at USNCBC, Port Hueneme, CA. under Commercial Items using Simplified
Acquisition Procedures as a sole source procurement based on 6.302-1,
Only one responsible source and no other supplies or services will
satisfy agency requirements. The local exhaust ventilation system is an
automatic exhaust system with an electromagnetic release design that
captures 100% of exhaust emissions directly from the tailpipe of the
Fire Station vehicles. The emissions will be discharged by means of an
automatic centrifugal exhaust fan. This system meets the requirements
put forth by the National Institute for Occupational Safety and Health
(NIOSH), the U.S. Occupational Safety and Health Administration (OSHA),
and National Fire Protection Association (NFPA). The exhaust discharge
outlet shall be in compliance with American Conference of Governmental
Industrial Hygienist (ACGIH) recommendations and Environmental
Protection Agency (EPA) requirements. Upon emergency dispatch the
exhaust fan starts automatically prior to the startup of the engines
via a radio frequency transmitter within the vehicle. Upon vehicle
exit, the hose assembly separates from the vehicle smoothly and safely,
retracting to a stored position ready for reconnection upon vehicle
re-entry. The fan will automatically shut down after the vehicles have
left the building. No positive locking device, pneumatics, nor moving
parts shall be permitted to be connected to the tail pipe. After the
vehicle has been turned off, the fan will be timed to continue

Anticipated award date: July 24, 1997. This notice of intent is not a
request for competitive proposals. A determination by the Government
not to compete this proposed contract based upon responses to this
notice is solely within the discretion of the goverment. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Note: 22.
