provide the Directorate for Space and Terrestrial Communication,
Systems and Technology Division, Space Technology Branch technical
support for forty-eight months(48). The contractor will be required to
provide technical support in such areas as measurements,
characterization and evaluation of state of the art photonic/microwave
devices to be used in optically controlled phased array antennas
communications systems and components. Specific efforts will be defined
in the tasking assignments in accordance with the(IAW) attached
samples. The contractor will be required to provide all necessary
personel with extensive background and experience in the area of
optical communications systems and components characterization. The
contractor will also be required to provide proper supervision,
management, materials and equipment to execute the efforts associated
with the specific task assignments. This is a sole source acquisition
restricted to universities and colleges to be negotiated under the
authority of 10 USC 2304(c)(3), Industrial Mobilizations; or
Engineering, Developmental, or Research Capability and no other
supplies or services will satisfy agency requirements, FAR
6.302-3(a)(2)(ii). All responsible sources may submit a bid or proposal
which shall be considered by the agency. Only written requests will be
accepted. See Note 22. A Cost Reimbursement type contract is
contemplated. The U.S. Army Communications Electronics Command (CECOM)
has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to Industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB, you will need an identification code and password in addition to
a computer terminal equipped with the necessary hardware and software
to interface with the EBB system. A user's identification code and
password will be issued upon request along with instructions for
downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
