501-0160. The General Services Administration (GSA), Public Buildings
Service (PBS), Office of Federal Protective Service (FPS) is seeking to
acquire Commercial Off The Shelf (COTS) software for relational
database management software products and services that will support
Microsoft Windows (3.11, 95 or NT) and Local Area Network (LAN)
environment with the ability to be loaded on Novell/Windows NT servers.
There are eleven (11) FPS regional offices and one (1) national office.
These products must be capable of operating on either a national office
server only or eleven (11) decentralized regional servers and the
national office server. FPS has the responsibility of recording,
tracking, investigating and reporting criminal offenses and incidents
that occur on property owned, leased or managed by GSA. FPS shall
require that an offeror shall propose and provide Records Management
System (RMS) software and Computer Aided Dispatch (CAD) software that
supports the overall data/record management needs of FPS and meets
various general requirements such as: (1) Provide an open, flexible
architecture with the ability to add on additional modules as
requirements change; (2) A true Windows (3.11, 95 or NT) application
(not a DOS application that runs in Windows); (3) Reports National
Incident Based Report System (NIBRS) data (96% or higher error free) to
the U.S. Department of Justice (DOJ). This NIBRS data is generated at
the regional office level where a full range of NIBRS edits are
completed. Each regional office transmits their NIBRS data to the
national office. At the national office, the NIBRS data is subjected to
a final edit prior to submission to DOJ. Encryption of NIBRS data is
required prior to transmission between offices (FIP 46-2 -- Data
Encryption Standard); (4) integrates CAD software to RMS software, with
Open Data Base Connectivity (ODBC) to database engines and a user
friendly Ad-Hoc query and reporting function; (5) Be compatible with
and utilize the FPS workstation and automation support (Windows (3.11,
95 or NT), Novell/Windows NT LAN) environment; (6) Be in operation at
a minimum of one site; (7) Be Year 2000 compliant. A failure to comply
with any one of the above requirements will result in disqualification.
The requirements of this contract includes, but is not limited to, RMS
and CAD software. The offeror shall provide all management,
supervision, professional services, software, installation, technical
support, training, documentation, testing and acceptance, integration
and equipment (except as otherwise provided); and shall survey, design,
plan, schedule, coordinate, and assure the effective performance of all
the requirements previously described. Respondents must demonstrate the
necessary capabilities and a planned approach to perform all the
requirements and services as outlined in the solicitation. Award of the
contract shall be made to the offeror whose submission of (1) Reports
Management System software and (2) a Computer Aided Dispatch software,
and Price after an evaluation is found to be the most advantageous to
the Government. The RMS is the most significant factor. The
integration of CAD and RMS software is the next most important factor.
A Subcontracting Plan will be required for large businesses. Standard
Industrial Classification Code is 7371. All parties interested in
receiving a copy of the solicitation document should request a copy in
