(206) 764-6588 (Site Code DACA67) PROJECT INFORMATION: Prepare plans,
specifications, design analyses, construction estimates, and some
studies for a variety of maintenance, repair, alteration and minor
construction projects. Most designs will be abbreviated plans, and
specifications with detailed cost estimates utilizing the Army Job
Order Contract (JOC) Unit Price Book (UPB) for construction by the Fort
Lewis JOC contract. Cost estimates will be automated utilizing the
government furnished automated pricing system PDS 3.91. Projects are
primarily architectural with related civil, mechanical, and electrical
work, including some asbestos and lead abatement work. Some examples
of projects include: (1) Total renovation and restoration of
administrative and barracks buildings, (2) Life safety and ADA
requirements upgrade, (3) Renovation of military family housing
quarters, (4) Construct new logistic and administrative separate
facilities, additions to facilities and renovate existing facilities
that support military operational, training functions, recreational
activities, multipurpose courts, firing ranges, airfields, tank turning
pads, helipads, and storage buildings, (5) Road realignment,
intersection design, repair railroads, bridges renovation, drainage
system, miscellaneous earthwork and landscaping, (6) Provide AHERA
Asbestos Surveys and Lead Paint Surveys incidental to construction or
repair work designed under task orders to the contract, and (7) Provide
various construction management services to include evaluation of
contractor designs, review and recommendation of material submittals,
provision of random construction inspection and design of contract
modifications beyond the original scope of design services.
Coordination with other Government agencies to obtain necessary
permits, formal inspection, and final Government acceptances. SELECTION
CRITERIA: Significant evaluation criteria in descending order of
importance are (a) Specialized experience and technical competence of
the firm in preparing plans and specifications with detailed cost
estimates using the Army Unit Price Book for JOC. (b) Professional
qualifications of firm's staff and consultants to be assigned to this
project, with respect to designing and estimating JOC task orders. (c)
Ability of the firm to respond to numerous quick-turnaround projects.
(d) Capacity of the team to accomplish multiple simultaneous Task
Orders in the required time. (e) Past performance on DoD and other
contracts with respect to cost control, quality of work, and compliance
with performance schedules. NOTE: The following criteria are considered
secondary factors and will only be used at Final Selection as
tie-breakers. (f) Location of the firm in the general geographic area
of the Fort Lewis. (g) Extent of participation of Small Business (SB),
Small Disadvantaged Business (SDB), historically black Colleges and
Universities and minority Institutions in the proposed contract team,
measured as a percentage of estimated effort. (h) Volume of DoD
contract awards to the prime A-E in the last 12 months. CONTRACT
INFORMATION: Proposed procurement will result in a one-year, fixed
price, indefinite delivery contract with option to extend for two
additional years: Task Orders of NTE $150,000 each to be issued as
requirements arise. Total contract amount shall not exceed $1 million
for each year, or a cumulative total of $3 million for the entire
contract. Start and completion dates are scheduled for Oct 97 and Oct
98 respectively. It is anticipated that the selected firm will be
required to submit a subcontracting plan with its fee proposal if it is
a large business. For this procurement, a large business is a concern
for which the annual average gross revenue taken for the last three (3)
fiscal years exceeds $2.5 million. The plan must be consistent with
Section 806(b) of PL 100-180, PL 95-507 and PL 99-661. If a large firm
chooses to subcontract, it is recommended that 50 percent of the total
planned subcontracting dollars should be placed with Small Business
(SB) concerns, 8 percent with Small DisadvantagedBusinesses (SDB), or
Historically Black Colleges and Universities or Minority Institutions,
and 5 percent to Women-Owned Businesses (WOSB). WOSB's may not qualify
as SDBs for federal contracts. SUBMISSION REQUIREMENTS: Qualified firms
desiring consideration shall submit one copy of SF 255, including
organizational chart of key personnel to be assigned to this project,
current SF 254, and consultant's current SF 254's. SF 254 and 255 are
