requirement for non-personal services for local telephone exchange
services at U.S. Air Force Recruiting Office, Bloomington IL. The local
exchange service provider certified by the Illinois Public Utility
Commission (PUC) shall provide local commercial communications service
for U.S. Air Force Recruiting Office, Bloomington IL. Full and open
competition is sought from domestic and foreign sources. Sources
responding to this synopsis must indicate, in writing, whether they are
large, small, disadvantanged and/or women-owned businesses. For this
acquisition, a concern will be considered small under SIC 4813 with
size standard of 1,500 employees. A result contract award will be for
a period of time not to exceed five (5) years. Prior to contract award,
all offerors must have a Basic Agreement issued under the terms listed
in the CBD notice Local Commercial Communications Services dated 24
Feb 97. Local communications services shall include, as a minimum but
not limited to, subscriber lines (analog, digital, and ISDN BRI), local
exchange access trunks, transport channel services, (e.g. Low data rate
circuits, SS7, and higher bandwidth circuits including Digital Signal
up to Level 3, SONET up to OC-48, ATM, etc.), exchange (DID) and
directory number and number portability, dynamic bandwidth allocation
and bandwidth on-demand services, emergency 9-1-1 service, operator and
directory assistance, local and Intra-LATA access, and interconnection
with Inter-LATA exchange carrier. Local calling access for U.S. Air
Force Recruiting Office, is required for exchanges located in
Bloomington IL. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the contracting officer
and could not be satisfactorily resolved at that level. The
