D -- FTS2001 PROPOSALS DIGITAL SIGNATURE PROCEDURES SOL TQC-SS-97-2001 POC Sybille Seltmann, (703)610-2805 WEB: FTS2001 Home Page, http://post.fts2k.gsa.gov. The FTS2001 Contracting Officer (CO) seeks to ensure the authenticity of the electronic proposals submitted in response to the FTS2001 Solicitation, TQC-SS-97-2001. Therefore, in accordance with FTS2001 Solicitation Section L.31, Authorized Official And Submission of Proposal, the FTS2001 CO is providing offerors the following directions for initiating procedures to digitally sign FTS2001 proposals. As part of the digital signature process, the FTS2001 CO will prepare a SmartDisk token, which will contain the digital identity of the authorized official identified in Block 17 of Standard Form 33 (SF33). The authorized official shall provide the following information in writing to the FTS2001 CO at least 10 working days prior to appearing in person to receive the SmartDisk token: Name (first, middle initial, last), Title, Company Name, Address (Street Name and Number -- Apt. or Suite #), City, State, Zip Code, Phone Number, Fax Number, E-mail Address. The SmartDisk token will be issued to the authorized official at an agreed upon time and date, at the following location: General Services, Administration, c/o Mitretek Systems, 7525 Colshire Drive, McLean, VA 22102-7400. At the time of issuance of the SmartDisk token, the authorized official must present himself/herself to the FTS2001 CO along with a letter, on company letterhead, indicating that he/she represents the company and will be the authorized official signing Block 17 of the SF33 at the time of proposal submission. The letter must be signed by an appropriate corporate officer. In addition to the letter, the authorized official also must present two documents, one of which must contain a photograph of the authorized official, from the following list: (1) United States Passport, (2) Certificate of Birth Abroad issued by the Department of State (Form FS-545 or DS-1350) or certificate issued by a state, county, municipal authority or outlying possession of the United States bearing an official seal of the United States, (3) Identification Card (ID) issued by federal, state, or local government agencies or private industry entities, information such as name, date, of birth, sex, height, eye color, and address, (4) Driver's license or ID card issued by a state or outlying possession of the United States provided it contains information such as name, date of birth, sex, height, eye color, and address, or (5) U.S. Military ID card. Offerors must use commercial off-the-shelf DSA Signature Software in conjunction with the SmartDisk token to complete the digital signature process. The required software is supported on Unix and Windows95 computer platforms. The Unix version of the software must be obtained from the FTS2001 CO and the Windows95 version of the software must be purchased directly from the following company: Information Security Corporation; 1141 Lake Cook Rd., Suite D; Deerfield, IL 60015; Phone, (847) 405-0500; Fax, (847) 405-0506. The Government will accept only proposals that have been digitally signed using only the SmartDisk token provided by the FTS2001 CO and DSA Signature Software provided by Information Security Corporation.
