Gibbons, Contracting Officer, 301-443-2696 The National Institute of Mental Health (NIMH) proposes to issue a solicitation RFP No. NIMH-97-OS-0006 entitled "NIMH Information Support Center" as a 100% Small Business Set-Aside under SIC Code 7375. The NIMH plans to award a three year cost reimbursement contract (plus two option years), and plans to make the award by September 30, 1997. This will be the initial award for this requirement. In the past, this requirement was performed by NIMH staff, with bulk distribution support from the DC Associ ation of Retarded Citizens (DCARC), and warehouse support from another Federal Agency. The purpose of this contract is to provide the necessary services, facilities, and qualified personnel to screen and respond appropriately to inquiries addressed directly to the NIMH or inquiries about mental health and mental illnesses that are sent to other Government offices for reply. The contract is designed to ensure that vitally needed information and treatment of mental disorders is disseminated to members of t he general public and to the health care professionals responsible for their care. Therefore, the contractor staff must have the requisite technical expertise as well as the understanding of mental health issues sufficient to perform the requirement. In order to accomplish the distribution portions of this requirement: 1) contractor staff must be able to prepare customized responses to queries form researchers, mental health professionals, patients, members of the public and others; 2) the contractor mu st be able to supervise/provide guidance to DCARC or another mentally handicapped workshop to handle batch mailings and related activities; and 3) the contractor must be able to full acclimate itself with and use automated programs that are in place to track distribution activities.
