Oklahoma Army National Guard intends to establish a firm fixed price
indefinite delivery indefinate quantity (IDIQ) contract for one base
year with option to extend for one additional year with a qualified
Engineering firm to develop a Hazardous Chemical and Waste Management
Program, to update and complete installation Spill Control Plans/Spill
Prevention Ccontrol and Community Right to Know Procedures in
accordance with Federal, State, & Department of Army Regulations.
Potential firm shall be evaluated by demonstrated strengths in the
following criteria: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in hazardous chemical/waste
management, have experience in the productions of SPCCP's and in the
production of Emergency Planning Community Right to Know Reporting
plans; (3) Have the capacity to accomplish the work in the required
time; (4) Be able to show success on past performance on Government
contracts, preferably with National Guard Bureau or Department of Army,
and private industry in terms of cost control, quality of work, and
compliance with performance schedules; (5) Located in the general
geographical area of Oklahoma City. Be able to provied voice
communications within four hours of request and be on site within
twenty four hours of request, provided that application of this
criterion leaves an appropriate number of qualified firms, and; (6)
Demonstrate knowledge of all Federal, State, Department of the Army
Regulations that are applicable to hazardous waste/material manatement.
This contract shall not exceed two years duration. This contract may be
used by both the Oklah oma Army and Air National Guard. Interested
firms shall submit qualifications on standard form (SF) 254 and 255 by
June 30, 1997. Request for proposal number DAHA34-97-R-0008 will be
released to the selected form. This is not a request for proposal. See
