Contracting Officer, S.K. Wasson Interested sources are sought to
provide overall provision and management of the delivery of child care
services for the following activities/locations in the vicinity of San
Diego, CA: Marine Corps Recruit Depot (MCRD) San Diego; Naval
Amphibious Base (AMPHIBASE) Coronado; Naval Air Station (NAS) Miramar;
NAS North Island; Naval Submarine Base (SUBASE) San Diego; Naval
Station (NAVSTA) San Diego; and Naval Medical Center (NMC) San Diego.
The Contractor shall provide child care for up to approximately 4,000
dependent children of eligible sponsors in the San Diego area, through
a combination of some or all of the following: Contractor operated
Child Development Centers located at the bases listed above; Family
Child Care (FCC) within the homes of military personnel residing on
Government installations; Family Child Care within the homes of
military personnel residing off of government installations; and
commercial Child Care Centers within the community. The Contractor may
use these types of providers in any combination to achieve provision
of the total required number of spaces, subject to the terms,
conditions, and limitation of the solicitation. Statutory requirements
that will apply include: Military Child Care Act of 1989, Crime
Control Act of 1990, and Service Contract Act (SCA) of 1965 (SCA will
not apply to FCC providers). An award decision is estimated late in
1998. A firm fixed price contract with award fee provisions is
anticipated for a base and four option years. This solicitation is part
of a Government cost comparison to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. Government employees shall have the right of first refusal
for employment. If Government performance is determined to be more
economical, this solicitation will be canceled and no contract will be
awarded. Interested sources should respond in writing. Draft copies of
the Performance Work Statement (PWS) will be available for review and
comment by June/July 1997. The Draft Performance Work Statement for the
San Diego Area Regional Navy Child Care Program can be viewed at

is 8351. The Solicitation will require the submission of price,
