Services, Non-Personal: STATEMENT OF NEED Contractor to furnish all labor, tools, materials, equipment, supervision and fees necessary to remove, transport, and dispose of 12,446 cubic yards of construction debris which may be contaminated with lead-based paint from Building 2521, 6346, 6347, 6348, 6350, 6247, 6248, 6250, 6646 at Lackland AFB TX. The contractor shall be responsible for the transporting and disposal of the construction debris as Special Waste in a type 1/1AB or TNRCC approved type 4 Municipal Solid Waste landfill in accordance with all federal, state, and local regulatory agency requirements, environmental statutes, policies, and regulations. The contractor is responsible for any permit and /or fee requirement and shall take ownership of the debris. 2. Submittals The contractor will be responsible for properly filling out the Texas Non-Hazardous/Special Waste manifest and submitting it for review and signature to the 37th Civil Engineer Squadron Environmental Flight in building 5460 Lackland AFB, prior to transporting off base property. A SITE VISIT IS SCHEDULED FOR 18 JUN 97 AT 1000hrs(10:00 A.M.) CONTRACTORS ARE TO BE AT 37TH CONTRACTING SQUADRON, 1655 SELFRIDGE LAFB TX 78263 (BLDG 5450) AT THE SCHEDULED TIME. 3. Offerors will be bidding on the following: CLIN 0001 Transportation and disposal of 12,446 cubic yards of ground construction debris at Bldg 2521, 6346, 6347, 6348, 6350, 6247, 6248, 6250 and 6646 IAW with the above Statement of Need. Performance time will be 60 calendar days total from contract award date. 4. This is a combined synopsis/solicitation for commercial services prepared in accordance to the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation F41636-97-Q1385 is issued as a request for quotation. Offerors will bid the project based on per cubic yard. This procurementis issued utilizing the size standard in FAR 19 under Standard Industrial Code 8744. 5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this solicitation.
