equipment, devices and materials, required to replace interior
condensate return system in Building 3 at Rome Laboratory, Rome NY, in
accordance with the technical specifications and drawings. Magnitude
of construction is between $250,000 and $500,000. Expected performance
period is 10 months. In accordance with the Small Business Competitive
Demonstration Program, this action is unrestricted. Tentative issue
date is on or about 11 Jul 97; bid opening date is on or about 11 Aug
97. Plans will be available for inspection, without charge, at Rome
Laboratory Operational Contracting (RL/PKO), 26 Electronic Parkway,
Bldg 106, Rome NY on the issue date. Copies of the IFB (excluding
drawings) will be available within the Rome Laboratory WebSite. To

registered. Forty sets of specs and drawings are available and will be
issued on a first come, first-served basis until the supply is
exhausted. Firms must request the package in writing to facsimile

sources may submit a bid which shall be considered by this agency. An
Ombudsman has been appointed to hear significant concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. Routine questions are not considered to be "significant
concerns" and should be communicated directly to the Contracting
Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is
not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division at phone 315-330-7746. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposal or in the source selection process. The Ombudsman should only
be contacted with issues or problems that have not been previously
brought to the attention of the Contract Specialist/Contracting Officer
and could not be satisfactorily resolved at that level. Funds are not
presently available for this project. No award will be made under this
solicitation until funds are available. The Government reserves the
right to cancel this solicitation, either before or after the closing
