Z -- JOB ORDER CONTRACT (JOC), FOR THE OHIO ARMY NATIONAL GUARD SOL DAHA33-97-R-0003 POC Nancy Schmidt (614) 766-3803 This announcement is a modification to a previous announcement. This solicitation is the same requirement that was announced as DAHA33-97-B-0005, Job Order Contract (JOC) for the Ohio Army National Guard. The solicitation method for this procurement is being changed. This procurement will be accomplished by using "Two-step sealed bidding" procedures. This solicitation, DAHA33-97-R-0003 is step one, DAHA33-97-B-0005 will be step two. Step one requires the offeror to submit a technical proposal. The technical proposal shall not include prices or pricing information. The Government will evaluate and, if necessary, discuss the technical proposal with the offeror to determine the acceptablitiy of the services offered. All responsible sources may submit a proposal which shall be considered. Those sources who have already submitted a request under DAHA33-97-B-0005 will received a copy of the Request for Technical Proposal. Offerors will be evaluated in five general areas, with in-depth examinations made of each. These areas are listed below in descending order of relative importance in the evaluation process. Items listed within each area are in descending order of importance for that area. Area A: Company Experience/Past Performance: Item 1: Largest project completed: dollar amount and total square foorage; Item 2: Number of projects completed with the Federal Government; Item 3: Number of years in business; Item 4: Dollar amount of work and number of projects done in previous five years. Area B: Project Management Ability: Item 1: Key Project Management Staff. Company staffed with project managers. Company does not have to subcontract project managers; Item 2: Quality Control Plan: Demonstrates experienced superintendents on staff; Item 3: Technical Support Staff. Number of engineers on staff. Area C: Company Assets: Item 1: Amount of "trades" directly employed by Company; Item 2: Amount and kind of equipment owned by Company (not rented). Area D: Subcontracting Support Capability: Item 1: Identification of keysubcontractors and number of years associated; Item 2: Subcontract Management. Number of subordinates employed on largest project; Item 3: Purchasing system/Level of subcontracting. Area E: Proximity to major Ohio Army National Guard Federal Property: Ravenna Arsenal and Rickenbacker Army Enclave. Request for Technical Proposal No. DAHA33-97-R-0003 will be issued O/A 2 July 1997, with responses due O/A July 24, 1997. Only written requests for the Technical Proposal requirements package will be accepted. Forward requests to USPFO for Ohio, Attn: AGOH-PF-PC (Nancy Schmidt), 2811 W. Dublin Granville Rd, Columbus, OH 43235-2788. Offerors should submit technical proposals that are acceptable without additional explanation or information. The Government may make final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted, and the Government may proceed with the second step without requesting further information from any offeror. However, the Government may request additonal information from offerors on technical proposal that could reasonably be made acceptable. At the conclusion of the technical evaluation, offerors not being selected will be forwarded a notice of unacceptibility. Step two involves the submissions of "priced" bids. The names of firms submitting acceptable technical proposals will be listed in the Commerce Business Daily for subcontracting purposes. The Invitation for Bid (IFB), DAHA33-97-B-0005, shall be issued only to those firms that were determined technically acceptable under Step One.
