Williams, (202) 433-4264 Two-Step Sealed Bidding, Single Solicitation, Request for Technical Proposal (Pre-Qualification) and Invitation for Bids (IFB) for a Design/Build Project, Ronald Reagan Presidential Library, 40 Presidential Drive, Simi Valley, CA 93065. The Fleet and Industrial Supply Center Norfolk, Detachment Washington (FISC), D.C. intends to procure a design/build contract for renovation of the existing Ronald Reagan Library HVAC system, including Honeywell DDC controls, on behalf of the national Archives Records Administration. Procedure: The two-step sealed bidding selection procedure using one solicitation will be used. Requests for Technical Proposals (Pre-Qualification) will be issued to interested design/build entities whose notification of interest is received by the FISC Contracting Officer by 2:00 p.m. on 30 June 1997. Step one evaluation factors within the Request for Technical Proposal shall include: Past Performance on similar HVAC projects; financial resources of firm to complete the work; experience of proposed designer in similar HVAC projects. Step-Two of the design/build procurement, the IFB will be issued to only the five highest qualified firms, determined from the evaluation of responses in Step-One. FISC intends to issue the IFB on or about 21 July 1997 with a 30 day response time and to award a fixed-price design/build contract in August 1997. The facility will be occupied and in full use during HVAC renovation, and consequently, construction phasing is an important consideration under this project. (0164)
