Electrical Testing/Maintenance Services for Indefinite Quantity
Preventive Maintenance Projects at the Naval Weapons Station,
Charleston, SC. The contract will be for an indefinite quantity of
testing services for PM projects which may include: (1) testing,
maintenance, and repair of electrical power systems; (2) preparation of
studies and reports covering a broad range of electrical systems; (3)
work involving asbestos and PCBs may be encountered; (4) all necessary
permits and applications shall be completed for projects as
appropriate. The contract will be indefinite quantity type where orders
will be placed on an "as required" basis intermittently which shall not
exceed 12 months or $200,000.00. The fee per project shall not exceed
$100,000.00. There will be a guaranteed minimum of $10,000.00 for this
contract. Selection will be based on the following criteria which are
numbered in order of importance: (1) an independent testing firm
having a registered professional electrical engineer on staff to
perform/review studies and reports. A registered professional
electrical engineer must be on site to supervise an adequate staff of
support per~sonnel such as electrical engineers and technicians. Firm
must perform work according to NETA (International Electrical Testing
Association) guidelines and standards; (2) experience within the last
five years in the coordination studies; system surveys, load studies
and one-line diagram development; power factor studies and analysis;
protective relay testing, calibration, and repair; ground systems
testing; ground fault protective system calibration, and repair; ground
systems low, medium and high voltage cable testing; apparatus
insulating fluid testing and analysis; apparatus insulation fluid
maintenance and processing; power transformer inspection, testing,
repair and startup; low, medium, and high voltage circuit breaker
inspection, testing, and repair; switchboard instrumentation testing
and calibration; voltage and current wave form harmonic investigation;
(3) capability to efficiently perform services at the Naval Weapons
Station Charleston; (4) location of the firm in the general geographic
area of the project, provided that there is an appropriate number of
qualified firms therein for consideration; (5) capability to provide
drawings on electronic media in a form that can be read and manipulated
on AUTOCADD release 12; (6) volume of DOD contract awards in the last
12 months. Testing firms which meet the requirements described in this
announcement are invited to submit completed SF-254 and SF-255, U.S.
Government Qualifications to the office shown above. Firms responding
by 16 July 1997 will be considered. This is not a request for a
