issuance of the formal Request for Proposal (RFP) to perform a variety
of non-personal services. Direct your inquiries for the A-76
Outsourcing portion to Mr John R. Hinman, Contracting Officer (719)
556-1597 and for the 21NET Plus portion, direct your inquiries to Ms
Sunsirey L. Campbell, Contracting Officer (719) 556-4208. Merrill R.
Smith is the Contract Specialist (719) 556-4056, for the A-76 portion
and Robert A. Grimes is the Contract Specialist (719) 556-4116, for the
21 NET Plus. Private sector offers will be evaluated In accordance with
source selection procedures, AFFARS Appendix BB. Then a cost comparison
between the competitively selected best value contractor and the
Government will be evaluated IAW AFI 38-203 and AFP 26-12. Award will
be made to one source only, for either 21 NET Plus alone or both
elements. After a Source Selection evaluation, the A-76 portion could
be awarded to either a contractor or the Government. The 21 NET Plus
portion can only be awarded to a contractor. Services currently
considered candidates for outsourcing under this action include the
following: Help Desk (AFNCC), Small Computers (including computer
maintenance), Records Management, Publishing, Computer Maintenance
(Large Hardware), Computer Maintenance (Off-Site), AFSATCOM Radio
Operations, AFSATCOM Radio Maintenance, MILSTAR Terminal, Base
Telephone Operations, Base Visual Information, Visual Graphics, and
Photographic Services. Additionally, 21 NET Plus PSOW will reflect the
following requirements: (1). Complete support for the Peterson Complex
Local Area Network (LAN)/Wide Area Net (WAN) consisting of
unclassified, classified, and multilevel secure networks supporting up
to 5000 customers. (2). Selective Information Management services
which include Administrative Communications, Base Locator, Postal
Service Center, Administrative Distribution Offices, and the Publishing
Distribution Office (PDO) at Peterson AFB. (3). Base Telecommunications
System services to perform operation and maintenance of all base
telephone equipment. (4). Audio Visual services to operate and
maintain, test, relocate and/or remove Government owned
systems/equipment, and support the various Command Centers. (5). Land
Mobil Radio (LMR) services necessary to perform maintenance on
Government owned Land Mobil Radio. This list may not be final. Some
services are expected to be performed away from Peterson AFB, CO. The
SIC Code is 4813, Telephone Communications, except Radiotelephones,
with 1,500 employees. A Final Performance Statement of Work (PSOW) for
the A-76 portion and the PSOW for the 21 NET Plus portion will be
available approximately 30 Jun 97. A preproposal conference will be
held on 8 July 1997 at the Peterson Auditorium, Peterson AFB, CO. Refer

version 6.0, through Windows 95 The contract type is Cost Plus Award
Fee, with Cost Reimbursable Contract Line Items. Contract start date,
in anticipation of a 60-day phase-in period, is estimated to be
approximately 1 Jun 98 for PACMAN and 1 Oct 98 for 21 NET Plus, with
the period of performance expected to be one base year and 4 one-year
options. To be awarded this acquisition, Contractors must possess a Top
Secret facility clearance and have a minimum of Top Secret Safeguarding
level. Contractors shall have the capabilities or can sub-contract to
cover all security requirements to include the Top Secret requirements
to be in place at the time of contract start. Joint ventures, teaming
partnerships, and mentor prot g agreements are encouraged. Proposals
