This announcement is to determine if an anticipated solicitation should be set aside for small business firms. The U.S. Geological Survey (USGS) in Menlo Park and Redwood City, CA, possesses extensive telecommunications facilities used to conduct scientific research and publishing, and to perform business activities. New telecommunications cables and associated equipment and supporting construction are required to accommodate personnel moves, building construction and modification, and technology modernization. The anticipated acquisition is for telecommunications cable facilities maintenance, installation, testing and electronics, and construction services supporting intra- and inter-building telecommunications requirements. Contractor will furnish all labor, materials, supervision, and management. Parts of the facilities will be upgraded to comply with ANSI/TIA/EIA 568A; additions conforming to older standards will also be required. Expected contract period: base year plus three option years. Indefinite quantity type contract, with smaller, routine jobs ordered on a fixed unit price basis and larger, unique projects which cannot be defined before design is completed ordered on a time-and-materials basis. A single contract is planned for consistency in supplies and performance. Successful offeror will have qualified technicians and facilities located in the San Francisco Bay Area. Standard Industrial Classification code 1731, size standard $7.0 million average annual sales over the preceding three years. Interested small businesses should respond in writing to attention of the contracting officer at the address above, within 15 days of publication date of this notice, with detailed information on its technical and management personnel, facilities, and corporate experience, sufficient to demonstrate its responsibility capabilities for meeting the USGS requirements described herein. Responses to this announcement will be used by the Government only to determine if the future solicitation, if any, should be restricted to small business firms. Responses which do not include the reqeusted information will not be considered in the Government's decision. This is not a request for proposals, and no RFP is available at this time.
