21st Space Wing, Peterson AFB CO, is determining the availability of
commercial sources for nonpersonal services to provide all labor,
tools, materials, equipment, transportation, and all other items
necessary to recover the A-10 aircraft wreckage located in the Rocky
Mountain range near Eagle CO. The wreckage is located on Gold Dust Peak
at an approximate altitude of 12,500 feet, on a terrain slope angle of
approximately 70 degrees. Snow accumulation is expected to be present
approximately 340 days of the year. The timeframe window to accomplish
this work will be from approximately 25 July 1997 to 25 August 1997.
Recovery, packaging, and shipment of the aircraft wreckage shall be
accomplished by the contractor. Recovered wreckage shall be shipped to
facilities designated by Government officials. EXPERIENCE WITH
EXPLOSIVE ORDNANCE DISPOSAL IS REQUIRED. The Standard Industrial
Classification (SIC) is 8999 -- $5M. Offerors will be required to
submit technical and cost proposals for evaluation purposes. The
Government contemplates the award of a firm fixed price contract as a
result of any solicitation issued. In response to this synopsis,
offerors shall submit a capabilities statement to cover the following
key areas: A. Management: Personnel and organizational staff
experience, project management experience, purchasing processes (type
of accounting system to track cost), and experience in performing
similar or like management functions under Federal Government
contracts. B. Technical: Similar work performed under Government or
Commercial contract, to include: experience and background in operating
and/or maintaining a Material Control Acquisition Function. Also a
self-assessment of your performance regarding the above experience. C.
Past Performance: Current and past clients, with contract type and
contract value. Past and present performance should consist of
performance no longer than 5 years ago to the present. D. Other
Considerations: The Government anticipates and encourages the
establishment of joint ventures, teaming arrangements, and
subcontracting arrangements. E. Business Size Status (large, small,
SDB/8(a), woman-owned): Your submission must be received by close of
business Thursday, 26 June 1997. Failure of small business to respond
may be cause for the acquisition to be solicited under full and open
