Robertson, Contracting Officer at (703) 693-8934 Technical assistance is needed for Cost Estimating and Related Contract Administration Support for the Pentagon Renovation Program, The Pentagon, Arlington, Virginia. The cost estimating support will include, but not be limited to, estimating and negotiation support; project and task-specific cost estimates for services, design, and construction; technical, cost and price analysis of contractor proposals; technical and cost input during negotiations; and draft of price negotiation memoranda. Quantity surveys and coordination will be performed on-site. The contractor will be required to provide a local office and all equipment for work on-site and off-site; however, office space within the field offices may be available. The contract will be an indefinite-delivery type contract with a base year and four one-year option periods. The maximum amount per year and each option period will be $2,000,000, for a total of $10,000,000 over the five year period if all options are exercised. The minimum obligation amount for the base period will be $40,000 and $20,000 for each option year, should they be exercised. Individual task orders will be awarded as requirements are known. the government reserves the right to exercise the options prior to the expiration of the option period. The selected firm (both prime and subs) will be required to use U.S. citizens only on this project. The selection criteria will be based on a best value procurement. The technical factors, not necessarily in the order of importance, will include (1) experience in preparing cost estimates, (2) experience in analysis, negotiation and related documentation (3) past performance, (4) financial capability, and (5) manpower resources.
