assistance is needed for Scheduling and Program Management Support for
the Pentagon Renovation Program, The Pentagon, Arlington, Virginia.
Support will include, but not be limited to, reviewing and evaluating
new and existing construction scheduling systems; maintaining relevant
historical schedule data for all projects on a program-wide basis;
providing analysis of schedule impacts for proposed construction
changes and claims; providing periodic review of all project schedules;
developing detailed project schedules; developing schedules for tenant
moves or relocations; and maintaining the master program schedule. The
contractor will be required to provide a local office and all equipment
for work on-site and off-site. However, office space within the field
offices may be available. The contract will be an indefinite-delivery
type contract with a base year and four one-year option periods. The
maximum amount for the base year and each option year, will be $2.2
million, for a total of $11 million over the five year period if all
options are exercised. The minimum obligation amount for the base
period will be $44,000 for the base year and $22,000 for each option
period if exercised. Individual task orders will be awarded as
requirements are known. The government reserves the right to exercise
the options prior to the expiration of the option period. The selected
firm (both prime and subs) will be required to use U.S. citizens only
on this project. The selection criteria will be based on a best value
procurement. The technical factors, not necessarily in the order of
importance, will include (1) experience in scheduling large programs
and individual projects, (2) experience in evaluating impacts on
schedules due to changes or delays, (3) past performance, (4) financial
capability, and (5) manpower resources. Contractors may fax their
