This is a 100% small business set-aside. It is for the development, maintenance, and presentation of senior training courses for military and civilian contracting personnel within DOD. The contractor shall deliver services required for managing, developing, conducting, and administering a fully integrated program, consisting of two significant elements. The first element is the delivery of course text and materials, maintenance for, and reporting on course execution and planning (including submission of data), for the DOD Executive Contracting Course (CON 301). The second element supports new training and information exchange requirements in all available and necessary media. This element includes (a.) the assessment of training and information needs, (b.) development and maintenance of materials which address these needs, and (c.) delivery of these materials in appropriate formats (text and computer based),(i.e. CD-ROM, Diskete, etc.). Annual labor utilization is estimated at 15,050 hours. Place of performance will be Arlington, VA (Crystal City). A one year, firm fixed price, indefinite quantity type contract is anticipated. The contract will include four option periods of one year each, along with an optional 6-month extension. Source selection will be based on best value using both technical and cost factors, including the use of oral presentations. All responsible sources may submit a proposal or quotation.
