Wyoming. This project has been designed using the metric system. The
solicitation consists of 46.25 kilometers of grading, base and paving.
Solicitation consists of: construction survey & staking; scheduling;
contractor sampling & testing; 4,000 metric ton hot asphalt concrete
pavement; 2,000 metric ton minor hot asphalt concrete; 64,800 metric
ton hot open graded asphalt concrete; 400 meter asphalt pavement
milling; 296,000 cu meter recycled aggregate course; 1,500 metric ton
asphalt prime coat; 25 metric ton asphalt tack coat; 1 hectare
clearing/grubbing; 11,400 metric ton untreated aggregate course; 50
meter culverts; 3,000 meter underdrain; 400 meter outlet pipe; 150
meter horizontal drain pipe; 2,000 meter collector pipe; 233 sq meter
sheet piling; 2,250 cu meter excavation/embankment; 2,000 cu meter
watering; 2,400 sq meter roadway obliteration; 225 meter single rail
log fence; 24,500 sq meter earthwork geotextile; 200 meter guardrail;
4,500 sq meter topsoil; 62 cu meter Portland cement concrete pavement;
900 cu meter riprap; 80 sq meter sidewalk; 60 meter electrical
conduit; 15,000 hr flagger; 5,000 hr pilot car; 264,200 meter pavement
markings; 1,000 cu meters turf establishment; and other smaller items
of work. This is located 37 kilometers southeast of Gardner, Montana,
extending from Tower Junction to Silver Gate within Yellowstone
National Park. Work shall be completed by November 2000. Estimated
price range is between $5,000,000 and $10,000,000. Presolicitation
Notices are being provided to firms on this agency's mailing list
concurrently with the publication of this synopsis. -- -- The following
applies only to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
