This project has been designed using the metric system. The solicitation consists of 3.8 kilometers of grading, drainage, base, and a pedestrian underpass. Work includes: construction survey & staking; scheduling; pedestrian underpass design; contractor sampling & testing; pedestrian underpass lighting; stone masonry (14 ea sign bases, bench, fence pillars, planters); 3,000 metric ton minor hot asphalt concrete; 2 metric ton asphalt tack coat; 3 hectares clearing/grubbing; 1,100 meters concrete barriers; 350 sq meters sidewalk; 4,300 metric ton roadway aggregate; 200 meters underdrains; 500 meters silt fence; 11,000 cu meters excavation & embankment; 120 meters chain link fence; 950 meters pedestrian railing; 50 cu meters topsoil; 400 sq meters rockery wall; 500 meters stone curb; 250 hr flagger; 2,000 meters pavement markings; 10 slry units turf establishment; and other smaller items of work. This project is located in Cascade Locks, Oregon. Work shall be completed by September 1998. Estimated price range is between $1,000,000 and $2,500,000. Presolicitation Notices are being provided to firms on this agency's mailing list concurrently with the publication of this synopsis. -- -- The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
