13 -- MEDIUM CALIBER MINE NEUTRALIZER SOL DAAE30-97-BAA-0401 DUE 073197 POC Theresa J. Niederhaus, Contract Specialist, 201-724-3362, FAX: 201-724-5904 WEB: US ARMY TACOM-ARDEC Procurement Network, http://procnet.pica.army.mil/procacts.htm. E-MAIL: Theresa J. Niederhaus, tneider@pica.army.mil. This notice is for a Broad Agency Announcement (DAAE30-97-BAA-0401) soliciting proposals in support of a scientific study and experimentation directed toward advancing the state-of-the-art in conventional, direct attack mine neutralizer technology. Technologies falling within this scope include vehicle mounted medium caliber gun systems and alternate methods for launching (EXPLOSIVE) munitions to defeat surface and buried mines. Organizations are encouraged to submit proposals for this research area. A research investigation is underway at the US Army Armament Research, Development and Engineering Center (ARDEC), Tank Armament and Ammunitions Command, (TACOM) to develop and demonstrate new improved methods for neutralizing anti-tank and anti-personnel mines using medium caliber munitions. This effort is supporting the mine hunter/killer (MH/K) ATD Program being conducted by the Night Vision Electronic Sensors Directorate (NVESD), CECOM. Existing mine neutralizaing technologies include: vehicle mounted flalls, plows, and rollers, man operated detectors, probes and sniper rifles. The goal of the MH/K ATD program is to develop and demonstrate a vehicle mounted detection/neutralizing system having greater standoff range and improved breaching speed. This BAA addresses conventional neutralizer technology development only. Conventional neutralizer technology is defined as one that uses ballistically launched projectiles, charges or munitions to defeat the mine. Detection technology and non-conventional neutralizer technology will be considered under related BAAs being used by NVESD. All offerors are required to be eligible to receive U.S. Category 2 and 3 information at the secret level to include having the necessary security clearance. Contingent upon meeting established security requirements, industry of the following countries have been determined to be eligible to participate in the Medium Caliber Mine Neutralizer program: UK, Canada, Germany and France. Foreign industry desiring copies of the classified BAA and have been identified in the Commerce Business Daily (CBD) as eligible will submit an official request through their embassy to HQ DA (DAMI-POC), Washington, DC 20310-1001. Countries other than those listed may request copies of the BAA but release cannot be guaranteed. (0167)
