synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation is being issued as a
Request for Proposal (RFP) #273-97-P-0007. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-46. The Standard Industrial
Classification Code is 3826 and the small business size standard is
500. NIEHS is interested in procuring one Electron Spin Resonance
Spectrometer with PC Interface and Temperature Controller. Nine
mandatory specifications are: (1) all types will be considered because
of the variety of electron spin resonance spectrometers commercially
available; (2) sensitivity of at least 0.8x1019 spins/Gauss; (3)
automatic tuning of bridge and cavity each time a new sample is
measured; (4) PC-based data acquisition software; (5) automatic
calibration of the modulation amplitude and phase for optimum
sensitivity; (6) ESR spectral simulation software for both solution and
powder spectra; (7) quartz finger dewar (77 degrees K) and temperature
controller with a temperature range from 100 degrees K to 373 degrees
K for largest possible sample volume flat cell; (8) six-inch magnet
with highest possible field homogeneity and spectral resolution and
heat exchanger; and (9) TM110 cylindrical cavity designed to
accommodate 17-mm wide flat cells for aqueous solution studies. Within
120 days after award of the Contract, delivery shall be made FOB
Destination to the NIEHS South Campus laboratory located at room F028
at 111 Alexander Drive, Research Triangle Park, North Carolina. The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition; there are no addenda to the provision. FAR
52.212-2, Evaluation -- Commercial Items applies and the
evaluationcriteria included in paragraph (a) are herein listed. The ESR
capabilities of the instrument using X-band microwaves to detect and
provide structural information for free radicals and radical adducts
will be determined on the following mandatory criteria: (a) sensitivity
of the X-band ESR spectrometer will be measured using a standard weak
pitch sample and a standard rectangular TE102 type cavity; a
signal/noise ratio of 300:1 correspondence to a sensitivity of 0.8x1010
spins/Gauss (30 points); (b) a TM110 or similar cavity holding 200
microliter or more of biological sample in the active region will be
used to provide the largest possible sample thereby giving the maximum
molar sensitivity (30 points); (c ) a six-inch magnet with high field
homogeneity and at least a 60 mm gap with heat exchanger is required
(10 points); (d) automatic tuning of the bridge and cavity each time a
new sample is used will be required (10 points); (e) a PC-based
acquisition software in conjunction with simulation software for
solution and powder spectra will be provided (10 points); and (f) a
temperature controller for flat cells in the TM110 cavity will be
provided (10 points). The technical proposal is paramount and price
will be a determining factor only if proposals are technically
equivalent. Overall award shall be made on the basis of a best buy
analysis. Offerors shall include a completed copy of the provision at

Conditions -- Commercial Items, applies to this acquisition; there are

offeror shall provide, at no additional cost to the Government,
