The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA is procuring the following: a portable manual, 2-axis C-scan inspection system which consists of 166 MHZ pentium microprocessor, 16 megabyte ram, 2.1 gigibyte hard drive, 3-1/2 inch diskette drive, active matrix TFT VGA screen, CD Rom drive, three 3/4 ISA slots, Windows 95, mouse, portable 100 megabyte zip drive, and carrying case, PCPR-100 375V square wave internal pulser/receiver PCB (50 MHZ bandwidth, 375V square-wave-pulser), STR *825; 25 MHz internal A/D PCB (25 MHZ; single channel; 200 MHZ time equivalent sampling), SIF, scanner interface board (with quadrature decoder key) (provides testpro interface capability for up to 4 axes) MS-XY-2 dual channel manual scanning (2 axis manual system for flat plate or gently curved surfaces) 2-axis encoder, system 32 inch scan arm and 18 inch index arm; encoder output compatible with testpro positioning system, 2.25 MHZ 1/2 inch diameter, style ISS transducer with spherical focus, basic system software (testpro system operating software, C-scan/B-scan software module(CSA) (data acquisition, review and presentation module), portable Canon BJC-70 color ink jet printer, user's and reference manuals for all major hardware components and software, two day system training and initial operation assistance at facility. Also will furnish one 44 inch diameter, variable speed (manually adjustable) turntable system which consists of a turntable that is powered by a variable speed DC motor. This floor mounted system will position up to a 500 lb, 40 inch diameter hemispherical part. Turntable will interface with the above testpro conventional system with provision for mounting of X-Y scanner to enable rotary inspection of a hemispherical dome mounted in either up or down position. Assembly includes all weeper components; reservoir, pump, filter and tubing, ball bearing enhanced surface bubble and drip pan. The manufacturer of this system is Scanning Systems International Inc. Requirement will be procured on a sole source basis. The C-Scan ultrasonic inspection is being procured to perform non-destruction inspections of carbon-and-glass reinforced Phenolic Ablators which will be procured by the Navy for various guided missile launcher (GML) programs. These ablators are used to protect a GML from the hot erosive rocket motor exhaust of a missile as it flies away from the ship. Non-destructive inspection of the ablators at the manufacturer's plant will determine whether there are internal flaws (resin poor areas, voids, delaminations including foreign material) that could be detrimental to the strength or erosion resistance of these ablators. Ablators will have a wide range of configuration (ranging from flat plates to hermispherical shells) hence, multiple formats of the C-Scan records must be available in order to accurately locate any problem areas should they exist. This C-Scan equipment will be used to develop processes for fabricating new low flaw ablator designs, techniques to perform quality control inspections of ablator and data bases used to evaluate production inspections of hardware intended for fleet use. The Government shall not issue a written quote. The requirements are called out in this CBD notice. The items shall be shipped FOB Destination.
