503-273-5210 The following A/E Design Project "Conversion to Low
Pressure Steam" for the Medical Centers of VISN 20 the northwest
region. This project is set aside for small emerging business concerns
only. An emerging small business is one whose average annual receipts
for the past 3 years did not exceed 1.25 million dollars. SIC 8711
applies to this project. A/E shall determine the feasibility of
purchasing steam from an outside source and/or converting the existing
high pressure (120 psig) steam production, distribution, and
utilization systems to low pressure (<15 psig) at each of the seven
VA Medical Centers listed: (1) VAMC Portland, 3710 SW US Veterans
Hospital Road, Portland, Oregon 97201; (2) Puget Sound Health Care
System, Seattle Division, 1660 S. Colombian Way, Seattle, Washington,
98108; (3) American Lake Division, Tacoma, Washington 98493; (4)VAMC
Roseburg, 913 NW Garden Valley Blvd., Roseburg, Oregon 97470-6513; (5)
VAMC Walla Walla, 77 Wainwright Drive, Walla Walla, Washington 99362;
(6) VA Domiciliary White City, White City, Oregon 97503; (7) VAMC
Spokane, North 4815 Assembly, Spokane, Washington 99205. Included in
this study will be options to convert or retrofit the affected steam
systems (e.g. steam sterilizers, dietetics equipment, air handler
humidifiers, hot water generators, etc.) based on the individual needs
of each Medical Center. In addition, systems which are monitored in
the central steam plants will be addressed as to the possibility,
feasibility and method of remote monitoring of the alarms or systems
(e.g. fire alarms, security alarms, blood bank alarms, med gases
alarms, etc.). Construction cost estimates and life cycle costs will be
required. The study to be completed within ninety (90) days of award.
This project is subject to the availability of funds. Only firms within
the Oregon and Washington area will be considered and should submit
SF-254 and SF-255 before close of business (4:00 pm, local time) July
