Ms. Lynn Evans, (907)428-6192 The Architect-Engineer (A-E) shall
perform professional architectual and engineering services such as
planning, topographical and soil surveys, design, construction
surveillance and inspection, and provide labor and materials to
accomplish the work specified at Eielson AFB, AK. Services may include
preparation of environmental assessments and studies. The A-E shall be
responsible for all travel and lodging arrangements and expenses
involved in the performance of work. The A-E shall furnish the Air
National Guard with complete and usable products such as investigation
reports, design analyses, project drawings, specifications, cost
estimates, quality assurance plans, contructibility review reports,
construction inspection reports, and construction bid amendments. A
separate delivery order will be negotiated for each project. The Air
National Guard will prepare an individual statement of work for each
project for which the A-E will review and submit a cost proposal. The
total design fees for all negotiated projects will not exceed $300,000
per year. Types of projects the A-E may perform, but are not limited
to, shall include field studies, designs, and construction inspection
of construction, repair, maintenance, and environmental projects. Work
on projects may involve any or all disciplines including, but not
limited to architectural, interior design, civil, environmental,
structural, mechanical and electrical engineering; drafting, surveying,
soils testing, hazardous materials testing, and cost estimating.
Services shall be provided in accordance with ANGR 88-1 and Federal
Acquisition Regulations. Selection criteria for responding firms will
be an evaluation on their ability to expeditiously provide quality
services. Evaluation factors reviewed by selection boards are (in order
of decreasing importance): 1)professional qualifications of engineers
and architects; 2) specialized experience and technical competence; 3)
capacity to accomplish work in the required time; 4) past performance
on contracts withgovernment agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules; 5) location of A-E firm in relation to Eielson AFB, and
knowledge of the base's locality; 6) demonstrated success in
prescribing use of recovered materials, achieving waste reduction, and
providing energy efficiency in facility design; 7) volume of work
previously awarded by DoD. Firms desiring consideration shall submit
appropriate data: SF254, Architect-Engineer and Related Services
Questionnaire and SF255, Architect-Engineer and Related services for
Specific Projects. This project is not set aside for small business. It
