Contracting Officer, 202/435-6940 The U.S. Secret Service (USSS) has a
requirement to lease approximately 2,000 pagers including a range of
services for a basic year plus four one-year options. This contract is
intended to support all 110 offices of the USSS, all Bureaus of the
U.S. Department of the Treasury plus other Federal Agencies to be named
in the contract (participants). The USSS contemplates award of a
Fixed-Price with Economic Price Adjustment contract with an Indefinite
Delivery Indefinite Quantity structure. The USSS will be responsible
for ordering and payment for its own services. All other participants
will be responsible for their own ordering and payment. The pagers for
the USSS are expected to be required as follows: 500 pagers for local
services, 500 pagers for regional services and 1,000 pagers for
nationwide service (defined as all fifty (50) states, the District of
Columbia, Puerto Rico, and the U.S. Virgin Islands). Required support
includes such features as customer service 24 hours/day for 7 days/week
for 52 weeks/year with the page recall for missed pages. Hardware
requirements include capability for numeric only (approximately 200
pagers) and alphanumeric (approximately 1800) pagers with the following
capabilities: Numeric pagers: time of day, message locking, low battery
indicator, silent mode and beep mode, page time stamping, message
savers when pager is turned off, memory capacity of 16 message slots,
Alphanumeric pagers: these features plus four-line 80-character display
and memory of up to 30,000 characters. Special requirements include
access to the eventual contractor's network operating center for
message administration based on one port connection per month. The
eventual contractor is expected to present a single itemized bill for
the USSS, and data on charges, etc. for all other participants. The
contractor will be required to calculate its quantity discount based on
the services provided to all participants, on the fifteenth of each
month with the discount reflected in the following bill. The pagers are
expected to be delivered to each ordering office throughout the
country. The eventual contract is expected to contain "Most Favored
Customer" language whereby the USSS and all participants will pay the
lowest rate offered to the eventual contrator's other customers.
Technical proposals are expected to consist of offerors' brochures,
maps of coverage and capability statements showing compliance with the
requirements. The features being offered shall be clearly delineated.
Price proposals are expected to consist of offerors' price lists.
Subcontracting proposals will also be required. In keeping with the
provisions set forth in Part 12 of the Federal Acquisition Regulation,
offerors are encouraged to propose their full array of capabilities.
All responsible sources may submit a request for the solicitation
package which will be considered by the agency. This solicitation is
not available electronically. Fax requests will NOT be honored. All
requests for the solicitation package shall be received within fifteen
