202-307-1971 It is the intent of the Department of Justice (DOJ) to
negotiate on a sole source basis with Elite Federal Forms, Inc.
(Elite), 836 Ritchie Highway Severna Park, MD 21146 to assist in the
development of an integrated Department-wide financial management
system as required by OMB Circular A-127. A primary commercial software
package being used at the front end is Informs, a proprietary product
of Metastorm, Inc. Elite is the wholly owned contracting and consulting
arm of Metastorm. The Department requires highly knowledgeable
individuals to address the integration of Informs with Groupwise,
PC/LAN database storage, the Justice Consolidated Office Network (JCON)
environment, and a variety of PC and non-JCON LAN environments. This
effort will often require custom code development using additional
software development tools such as C++, Visual Basic, or Delphi to
provide DLLs and other enabling code for software integration. The
knowledge required for success in the application development area is
detailedfamiliarity with the underlying (source) code of the Informs
commercial software package and intimate familiarity with ongoing
development of that package. Metastorm also has a formal agreement in
place with Novell for access to Groupwise source code. DOJ believes
that only Elite, by virtue of its relationship with Metastorm,
possesses the requisite knowledge of and experience with Informs
software. No solicitation document exists. Interested parties must
respond with a written statement of capability that convincingly
demonstrates that they possess extensive experience with and knowledge
of Informs software. In addition, respondents must explain how they
will obtain access to Informs software source code. Responses received
as a result of this notice of intent shall be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Responses will not be considered as either proposals or
bids, and cost or pricing data is not solicited. A determination by the
Government not to open the requirement to competition based upon
written responses to this notice is solely within the discretion of the
Government. The anticipated period of performance under any resultant
contract will be one year from the date of award with four (4) one-year
