38 Logistics Squadron has a requirement for nonpersonal services for
local telephone exchange services at 911 Airlift Wing, Pittsburgh
IAP/ARS PA. The proposed contract is for five (5) years. The local
exchange service provider certified by Pennsylvania PUC shall provide
local commercial communications service for Pittsburgh IAP/ARS PA.
Local communications service shall include, as a minimum but not
limited to, subscriber lines (analog, digital, and ISDN BRI), local
exchange access trunks, transport channel services, (eg. Low data rate
circuits, SS7, and higher bandwidth circuits, including Digital Signal
up to Level 3, SONET up to OC-48, ATM, etc.), exchange (DID) and
directory number and number portability, emergency 9-1-1 service,
operator and directory assistance, local and Intra-LATA access, and
interconnection with Inter-LATA exchange carrier. Local calling access
for Pittsburgh IAP/ARS is required to exchanges located in Ambridge,
Bethel Park, Carnegie, Coraopolis, Glenwillard, Imperial, Pittsburgh,
Sewickley, Perrysville, Bridgeville, Fox Chapel, Glenshaw, Pleasant
Hills, McKeesport, Monroeville, Oakmont, Penn Hills, Turtle Creek,
Irwin and McKees Rocks property. Competition is open to domestic and
foreign sources. All responsible sources may submit a bid, which shall
be considered. Sources responding to this synopsis must indicate, in
writing, whether they are large, small, disadvantaged and/or
woman-owned businesses. For this acquisition, a concern will be
considered small under SIC 4813 with size standard of 1500 employees.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

ESC/CX at (617) 377-5106. The Ombudsman should only be contacted with
issues or problems that have previously been brought to the attention
of the program manager and/or the contracting officer and could not be
satisfactorily resolved at that level. In order to be eligible for
participation in this RFP, offeror's must have a Basic Agreement issued
under the terms listed in CBD Notice Local Commercial Communications
Services dated 24 Feb 97. Only companies who provide all required
information will receive a copy of this solicitation. In order to
ensure receipt of any solicitation amendments, all potential offerors
must provide a written request to the contracting officer to be placed
on the acquisition source list. The request must include the following
information: Contractor address; phone and fax numbers; business size
(large or small); indicate if the business is a small disadvantaged
business; indicate if the business is women owned (greater than 50%
ownership); indicate if the business is foreign owned or controlled and
reference the solicitation number. All parties interested in receiving
