Test Center (AFFTC) is seeking sources for the ongoing maintenance and
enhancement of the Rehost air traffic control (ATC) radar processing
and display system. The Rehost is the radar processing and display
system used by AFFTC SPORT, Federal Aviation Administration (FAA) High
Desert TRACON on Edwards AFB, and Naval Air Warfare Center -WD at
China Lake. The government requires support in the maintenance and
enhancements of Rehost in the following areas: Analysis, diagnosis,
testing and documenting software fixes (1) When user identified
software glitches surface, or the Rehost system fails or operates in a
degraded mode because of suspected software problems, or a combination
of air traffic controller actions provide an unexpected result, support
is required to analyze diagnostic printouts, attempt to recreate the
problem on the GFE development test-net, and perform other analysis to
identify and isolate the problem. (2) Developing, testing, and
documenting software fixes -- From the above diagnoses, develop and
test a software patch that corrects the problem, initiate a description
of the change, re-compile and perform system level tests before
releasing to the FAA for local integration tests. (3) Installation --
On request, install software patches and new system builds, test, and
integrate into the operational system. Developing enhancements The
nature of an operational ATC system is to continuously upgrade software
and make changes that respond to accident or incident critique, or
technological breakthroughs. As interfacing FAA facilities are
upgraded, the Rehost requires upgrading to the same functionality to
remain interoperative and certified for ATC use. Required enhancements
range from major upgrades to an enhancement that involves one area of
the software. Provide both off-site and on-site assistance in
integrating changes into the operational system. Provide the local
software support staff with telephone support in re-doing adaptation,
installing upgraded COTS operating systems, and installing new
hardware/firmware. Conducting studies and recommending software and
hardware changes to respond to FAA ATC operationally driven
improvements, workload reduction initiatives, and technological
changes. Interested parties shall show demonstrated experience
developing, maintaining, troubleshooting, and enhancing/upgrading air
traffic control systems similar to the current Rehost system. Questions

Ward. Firms possessing the capabilities to perform are invited to
submit a written "Statement of Capabilities" in response to this
synopsis. Statements of Capabilities shall be limited to 15 pages and
shall include as a minimum: (1) evidence of past performance in the
above areas. Include references with points of contact and telephone
numbers; (2) related projects and/or existing systems; and (3)
type/size of business (large business, small business,8(a), etc.). Only
written responses will be accepted. This information is for planning

Government does not intend to pay for any information provided in
