OPERATIONS CENTER (R/SAOC) MODERNIZATION PROGRAM POC Capt Augustin E.

Contracting Officer, 617-377-7241. The Electronic Systems Center (ESC)
of the Air Force Materiel Command is soliciting companies/businesses
with the intention of awarding a contract. This is not a solicitation
but a market survey to determine potential sources to provide the
Region/Sector Air Operations Center (R/SAOC) Modernization Program with
site preparation, equipment installation, and operational support
services for one (1) air operations center located in Rome, NY. The
R/SAOC Modernization Program is a Bi-national US/Canadian effort to
modernize existing JSS Region and Sector Air Operations Centers'
computing and display capabilities to better support designated NORAD
missions. These missions include peacetime surveillance and maintenance
of air sovereignty for US and Canadian airspace, control of airspace
for contingency of wartime needs, and support for US federal law
enforcement agencies' counterdrug activities. R/SAOC supports these
missions through the detection, tracking, identification, and
interception of airborne targets. The R/SAOC system is a Theater Battle
Management Core System (TBMCS) application that will evolve to be
Defense Information Infrastructure (DII) Common Operating Environment
(DII) compliant. Litton Data Systems, 29851 Agoura Road, Agoura Hills,
CA 91376-6008, is currently upgrading five sites under contract
F19628-97-C-0031. The five operations centers addressed in the current
modernization effort are located at: Tyndall AFB, FL, McChord AFB, WA,
Alaska, Hawaii, and Canada. Period of performance for the basic
contract is Mar 97 -- Jun 01. The offeror must have: 1) in-depth
knowledge of integrating and supporting GOTS and COTS software
components, 2) demonstrated experience in fielding and testing air
defense or command and control systems while maintaining current
operations, and 3) documentation for training, operations, and
maintenance of fielded equipment. The offeror must also have sufficient
experience with state of the art radar systems and personnel skilled in
O&M of such systems. Offerors must provide the technological interface
with Litton Data Systems and user agencies to resolve technical
deficiencies and carry out system improvements with both user and
contractor personnel. As the contractor will be required to interface
with Litton Data Systems and R/SAOC subcontractors in performing
hardware and software integration, associate contractor agreements and
R/SAOC software licenses will be necessary. The period of peformance
for the Rome, NY site modernization is anticipated to be Aug 97 -- Jun
01. The contractor shall install the R/SAOC Core Operating Capability
(COC) System by Jun 99, and upgrade the site to threshold capability
by Oct 00. The contractor shall also provide user and maintenance
training, pre-operational, and post-operational support through Jun 01.
Contract award is scheduled for Aug 97. ESC reserves the right not to
award a contract. All responsible sources may submit a proposal which
shall be considered by the Government. Qualification packages should be
no longer than ten (10) pages including graphics, tables, or
photographs, and should be addressed to ESC/TNK, Attn: Mr. A. John
Sorgini, Jr., 51 Schilling Circle, Bldg 1302F, Hanscom AFB, MA
01731-2802. Respondents will be surveyed to verify their capabilities,
facilities, experience, or personnel available and past performance.
Resumes of key management and technical personnel should be submitted
with the response. A short company resume on related performance to
include a list of past performance references on similar contracts
would be beneficial to the qualification process. Any firm wishing to
submit a qualification package must do so within thirty (30) days of
the publication of this synopsis. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or Contracting
Officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
