Missile Defense (BMDO) intends to conduct a follow-on competition for
support services for the BMDO Contracts Directorate (DCT). DCT is
seeking Capability Statements from Small Business concerns to determine
the feasibility of conducting the competition as a small business
set-aside. DCT performs the full range of procurement functions for
BMDO including contracting for research and development, tests and
experiments, scientific and engineering support services, and other
support services. DCT contracts with U.S. firms, foreign firms, foreign
government, educational institutions and other not for profit
organizations, and interfaces with the BMDO agents (Army Strategic
Defense Command, the Air Force Space Missile Command) and other
Government agencies. There will be an Organizational Conflict of
Interest clause which will prohibit the successful offeror from being
awarded any BMDO contract for work other than support to DCT during the
period of performance of the Contract. Facilities easily accessible
from Crystal City, Arlington, VA will be required, and the offeror must
be capable of obtaining a facility clearance at the Secret level prior
to award. The awardee shall have the personnel and resources
appropriate to provide general support and contract operations support
including the following: administrative and technical support for
acquisition planning in support of BMDO technical offices;
administrative and facilities support for source selection, draft
contract formation for peak workload periods, draft contract document
preparation and correspondence, cost and price analysis; procurement
status reporting, document control, management information systems;
file maintenance, contract administration and contract closeout;
research and draft policy preparation, training, administrative support
for conferences and working groups, special studies, briefings, reviews
and analyses. A two year cost type contract with three option years is
anticipated. Anticipated award is June 1998. The Government intends to
post to the BMDO Acquisition Reporting Bulletin Board (BARBB) the draft
Statement of Work, other technical description documents, and RFP
information as it becomes available. Interested parties may gain access

Disadvantaged Businesses as defined in Standard Industrial
Classification Code 8741, Management Services, ($5M) are invited to
submit to the contracting office as early as possible, but not later
that July 14, 1997, evidence of their capability to perform the
contract, in order to assist in a set-aside determination in accordance
with FAR 19.5. Send written capability statements with resumes of
leading personnel, indicating relevant corporate experience in the
following areas: support to contract operations; support to technical
offices; automated procurement systems; contract cost and price
