issued to obtain a market survey of industry. The Government intends to
procure modified components for the Peacekeeper MK21 Reentry Vehicle
(RV), Radio Frequency subsystem. The following information is provided
to determine if there are any potential contractors, in addition to
Textron Systems Corporation and Lockheed Martin Corporation, who
possess the skills, design knowledge, facilities and other resources
required to complete this effort. This procurement is for the
modification of RF cables and specialized power splitters. The
prospective contractor shall define, engineer and qualify the
modifications, and establish the modified products and process
baseline. The contractor shall then fabricate, assemble, test and
deliver First Articles to the Government. The Government will conduct
Nuclear Hardness and Survivability (NH&S) testing on the First Articles
to determine if produced units meet stringent NH&S requirements. If
acceptable, the prospective contractor shallmaintain the production
process baseline, and subsequently fabricate, assemble, test and
deliver production units. Production units shall be subject to lot
acceptance as determined by periodic Production Lot Sampling (PLS)
tests. PLS testing includes performance testing by the contractor and
NH&S testing conducted by the Government. The contractor must meet a
production delivery of Oct, 98. The modified RF subsystem components
must meet the precise requirements contained in the MK21 RV, RF
subsystem level specifications. The prospective contractor must develop
component level specifications for both the power splitter and RF
cables. The components must retain the current form, fit and function
existing in the current hardware designs. Source control drawings for
the RF cables, and Tier III drawings for the power splitter must be
updated accordingly as modifications are developed. Detailed
fabrication and assembly process information is not available in the
current specifications and drawings. The contractor must develop
component requirements and detailed processes to support production.
The RF cables and power splitters must meet stringent NH&S requirements
consistent with the MK21 RV and subsystem level requirements. The
contractor must possess MK21 RV design knowledge and experience, NH&S
technical knowledge and experience, and detailed knowledge of insertion
loss mechanisms. The proposed contract action is for services for which
the Government intends to solicit and negotiate with a limited number
of sources, under the authority of FAR 6.302. Potential offerors may
identify their interest and capability to respond to the requirement.
Any potential offerors are requested to submit two (2) copies of an
unclassified response (limited to 5 pages) within 15 days after
