Indefinite Delivery Contract, for the 167th Airlift Wing, WV Air
National Guard Base, EWVRA-Shepherd Field, Martinsburg, WV 25401-7704.
Type "A" Concept Services shall include but not be limited to making
investigations, collecting data, surveys, and other fact finding
studies as necessary to support the design/renovation of various
installation projects. Type "B" Services (Optional) shall include
engineering calculations and analysis for complete design, statement of
probable cost, complete detailed drawings and technical specifications
of such quality and completeness as to be competitively bid by
contractors. Type "C" Services (Optional) shall include all personnel,
equipment and materials necessary to perform all material data and
shop drawings, reviews, complete construction compliance inspections
and material testing as required in the construction contract
documents. Type "C" Services shall not commence until the start of the
project construction foreach project. The contract provides for an
initial 12 month period from the date of award, with one optional 12
month period to be exercised at the total discretion of the Government,
for a total of not to exceed two years. Individual delivery orders
shall not exceed $100,000.00. The total of all orders under each
individual contract period shall not exceed $250,000.00 per year, and
will have a maximum contract cumulative fee limit of $500K. All
drawings shall be in accordance with Executive Order 12770 (25 July
1991) Metric Usage in Federal Government Programs. Significant
evaluation factors by which selection will be made are as follows and
are listed in order of importance: (1) Professional qualification
necessary for satisfactory performance of required services, (2)
Specialized experience and technical competence in the type of work
required, (3) Capacity to accomplish the work in the required time, (4)
Past references on contacts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules, (5) Location in the general geographic area of
the project and knowledge of the locality of the project; provided,
that application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project, (6)
Demonstrate success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design. All
firms responding must submit both SF 254 and SF 255 for the prime firm
and their consultants or for the Joint Venture and their consultants,
to USPFO for West Virginia, Attention: Contracting Officer, MSG Harold
R. Rowan, 50 Armory Road, Buckhannon, WV 26201-2396. Firms shall
include on their SF 254 the previous work accomplished for the Air
National Guard for the past five (5) year period. Firms with more than
one office should indicate on the SF 255 the office out of which work
will be performed and the staffing composition of that office. The
make-up, qualifications and experience of the proposed design team to
include outside consulting firms will be evaluated. Therefore, the
anticipated design team should be identified. The selected A-E firm
shall be ineligible to compete for the A-E design contracts for which
they have developed the project book and/or statement of work. This
acquisition is Unrestricted. The SIC is 8712 -- Architectural Services.
The small business size standard is 2.5 million dollars. Please
indicate your business size in block 4 of the SF 254. Responses will be
received in the Contracting Office until COB, 30 days from the date of
publication of this advertisement. All responsible sources may submit
SF 254s and SF 255s which will be considered. In accordance with FAR
Part 36, the selection process in FAR Subpart 36.6 will be used to
review and evaluate firms. A Preselection Board shall review, evaluate
and rank the firms according to the selection criteria. The selection
board will hold discussions with at least three of the most highly
qualified firms regarding concepts, the relative utility of alternative
methods and feasible ways to prescribe the use of recovered materials
and achieve waste reduction and energy-efficiency in facility design,
and prepare a selection report for the final selection authority who
shall make the final selection decision. All firms on the final
selection list are considered "selected firms" with which the
contracting officer may negotiate in accordance with FAR 36.606. The
type of contract shall be Firm fixed Price. This is not a request for
