The Department of Defense (DoD) has scheduled the release of a Request
for Proposal (RFP) for a Defense Travel System (DTS) requirement to
provide all personnel, equipment, material, integration and all other
items and services required to deliver official and leisure travel
services to Department of Defense sites within the area known as
Defense Travel Region 6 (DTR 6) and consisting of the following 11
states: ND, SD, MN, NE IA, MO, WI, IL, MI, IN, and KY. This includes
approximately 200,000 DoD travelers. The objective of the DTS is to
provide a seamless, paperless, integrated process that meets the needs
of travelers by providing the full range of travel services at an
overall cost savings to the Government. Travel services will be
acquired by competing both official and leisure travel service
requirements within the single solicitation with the potential for
award of each to separate offerors. In addition, the DTR 6 contractor
for official travel services shall provide and deploy to DoD
travelers,and follow-on travel management services contractors,
worldwide on an incremental schedule over a three year period, an
automated common user interface (CUI) that facilitates the official
travel management services being solicited. Travel management services
include all traditional commercial travel office arrangements. This
RFP supersedes all previous drafts (which used the RFP number
DAHC22-96-R-0004) and related industry questions. The final RFP will be
available at the DTS Website: http://www.dtic.mil/travelink/ as of 30
Jun 97. The RFP and all attachments appendices and related information
will be available only through that address. The Government
anticipates awarding a Firm Fixed Price Requirement type contract(s)
for a two (2) year base period and three (3) one (1) year option
periods. The SIC Code is 4724 with annual size standard of $1,000,000.
Large businesses are required to submit a subcontracting plan which
meets the requirement of the Small Business Act. If a large business,
the offeror must contractually agree that small, small disadvantaged,
and women-owned small business concerns shall have the maximum
practicable opportunity to participate in contract performance
consistent with its subcontracting plan. The government encourages
large businesses to participate in the Mentor-Protege Program.
Responses must be submitted in conformity with the requirements defined
in Section L of the RFP: INSTRUCTIONS, CONDITIONS AND NOTICES TO
OFFERORS. Date and location of the Pre-proposal conference will be
announced no later than 9 July, 1997. Offerors are expected to present
an oral presentation, demonstration and a written proposal. Oral
presentations and demonstrations shall be scheduled after the receipt
of written proposals. Written proposal shall be submitted in hard copy
form on company letterhead and signed by corporate officer.
