The Federal Correctional Institution (FCI), Sheridan, Oregon has a
requirement for emergency airflight or air ambulance transfer services
for inmates housed at FCI Sheridan. The place of performance will be
from McMinnville Airport, McMinnville, Oregon; Salem Airport, Salem,
Oregon; or Portland International Airport, Portland, Oregon, as
indicated at the time of transfer to locations within the continental
United States. The services will consist of approximately three air
transfers per quarter for one to three inmates per transfer. Each
transfer will be approximately ten hours duration. All medical supplies
that the contractor may routinely need will be supplied by the
Government. No food or beverage service will be furnished, but the
Government will furnished all inmate meals. The Government will
determine whether turbo-jet or turbo-prop aircraft is appropriate for
the transfer. Turbojet aircraft will normally be specified. The
Contractor must furnish an aircraft of sufficient size to accommodate
theinmate patient(s), medical staff, and security escort staff,
designated at the time of each transfer. The contractor must be
approved and licensed by the Federal Aviation Administration (FAA) and
shall provide a crew consisting of a pilot and co-pilot as required by
the FAA. The contractor may be required to provide a Flight Nurse
during a transfer, who must be licensed as a registered nurse in a
state or territory of the United States and must have a minimum of
three years experience as a registered nurse in a clinical or emergency
room setting. An in-depth knowledge of nursing theory and practice are
required to plan and provide care to patients(s) whose conditions are
characterized by extremely complex heath care needs. In lieu of a
registered nurse, the contractor may provide a certified paramedic to
perform the duties of flight nurse. The contract will be a firm
fixed-price requirements contract. The contract period will be from the
date of award through twelve months from date of award, plus four
one-year option periods. Services will be paid on a per air/nautical
mile basis for the aircraft and on a per flight hour basis for a flight
nurse/paramedic. Additionally, positioning and depositioning of
aircraft from the contractor's designated home base to and from the
specified airport will be on a price per trip basis. All responsible
sources may submit a quotation which shall be considered. No telephone
requests for the solicitation package will be accepted. See Numbered
