synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DEA-97-R-0027 and the solicitation is issued as a Request for Proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Regulation
Circular 90-46. The Standard Industrial Classification (SIC) is 7521
and the small business size is $5 million. The Drug Enforcement
Administration (DEA) intends to contract with Kinney Systems, 50 New
Sudbury Street, Boston, MA 02203 for secured indoor parking spaces. The
contract line item number (CLIN), item, quantities and units of
measure: Base Period -- October 1, 1997 through September 30, 1998,
CLIN 0001 Reserved indoor parking spaces for 56 Official Government
Vehicles, 12 months. Option Period I -- October 1, 1998 through
September 30, 1999, CLIN 1001 Reserved indoor parking spaces for 56
Official Government Vehicles, 12 months. Option Period II -- October 1,
1999 through September 30, 2001, CLIN 2001 Reserved indoor parking
spaces for 56 Official Government Vehicles, 12 months. Option Period
III -- October 1, 1999 through September 30, 2000, CLIN 3001 Reserved
indoor parking spaces for 56 Official Government Vehicles, 12 months.
Option Period IV -- October 1, 2001 through September 30, 2002, CLIN
4001 Reserved indoor parking spaces for 56 Official Government
Vehicles, 12 months. The Contractor shall provide a facility within a
one (1) block radius of 15 New Sudbury Street, Government Center,
Boston, MA. The Contractor shall provide a secure indoor facility. The
parking facility shall be measured to prevent surreptitious entry,
(e.g., perimeter alarm systems, security patrols, sensor entrance and
exits). The Contractor shall provide a secured area that allows for
easy and expedient entry and existing from the reserved parking area
for Official Government Vehicle's (OGV). The Contractor shall provide
lighting throughout the facility, including stairwells, entrance and
all areas accessible to DEA personnel. The Contractor shall allow for
self parking. The Contractor shall provide fifty-six (56) parking
spaces. The parking spaces shall be large enough to accommodate a
"full-sized" sedan or a "full-sized" van. (Full-sized" denotes all
cars/vans that weigh within the range of from 3900 pounds to 5400
pounds total). The Contractor shall provide a facility with twenty-four
(24) hours per day access, seven (7) days a week, with unlimited in and
out privileges for authorized DEA personnel and vehicles. Offeror are
instructed to include a complete copy of FAR provision 52.212-1,
"Instructions to Offerors-Commercial Items". FAR provision 52.212-2,
"Evaluation -Commercial Items" is incorporated. Offerors must include
a complete copy of the FAR provision at 52.213-3, "Offeror
Representations and Certifications Commercial Items", with the offer.
The FAR clause 52.212-4, "Contract Terms and Conditions -- Commercial
Items", applies to this acquisition and has the following addenda: add
All offerors are hereby advised that their performance, upon award of
a contract under this Request for Proposal, will be rated. The rating
shall be completed at a minimum of a least twice a year by the COTR
using the Contractor Performance Report and the Rating Guidelines.
Copies will be provided upon offeror's request. The Contractor shall be
provided with an opportunity to respond to the rating and all comments,
rebuttals, or additional information shall be attached to the
Performance Report and forwarded, along with the Performance Report, to
the cognizant Contracting Officer within three (3) working days after
completion of the rating by the COTR. This information shall be
maintained on file for a maximum of three (3) years, after complete
contract performance, and shall be used by the contracting activity to
provide information to other Federal agencies regarding the
contractors performance or past performance. The clause 52.212-5,
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items" applies to this acquisition and the
following additional clauses within are applicable to this
acquisition: 52-204-6, "Contractor Identification Number-Data Universal
Numbering Systems (DUNS) Number; 52.217-5 "Evaluation of Options",
52.217-9, Option to Extend the Term of the Contract"; 52-219-6 "Notice
of Total Small Business Set-Aside"; 52-237-3, "Continuity of
Services". The following evaluation procedures are included as an
addendum to FAR Clause 52.212-2: (a) The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, (b) Options. A written notice of award or acceptance of
an offer, mailed or otherwise furnished to the successful offeror
within the time for acceptance specified in the offer, shall result in
a binding contract without further action by either party. Before the
offer's specified expiration time, the Government may accept an offer,
whether or not there are negotiations after its receipt, unless a
written notice of withdrawal is received before award. Closing date and
time for receipt of offers is June 17, 1997 at 3:00 p.m. Eastern
Standard Time. Submit offers in strict with FAR provision 52.212-1.
Copies of clause 52.212-3 will be provided upon offeror's request. Mail

for which the Government intends to solicit and negotiate only with
Kinney Systems under authority 41 U.S.C. 253(c)(1) as implemented by
