written requests for solicitations will be accepted (FAX
510/535-7288). Furnish all labor, material and equipment necessary to
remove two underground storage tanks (UST's) at East Brother Light
Station. Work includes but is not limited to the following: Remove
concrete sidewalk and wooden planks as necessary to access the two
UST's. Pump and dispose of residual fuel and sludges found in the
tanks. Remove and recycle as appropriate the tanks, associated piping,
and anciliary equipment. Obtain all permits and inspections as
required by the appropriate regulatory agencies. All fees shall be paid
by the contractor. Conduct soil groundwater sampling and analysis as
necessary to assure compliance with all Federal, state, and local
regulations. Backfill, clean-up, and restore the site to preremoval
condition. Replace concrete sidewalk. Estimated range of this
procurement is between $25,000 and $100,000. Performance period is 90
calendar days after receipt of Notice to Proceed. Anticipated bid issue
date is 26 June 1997. SIC Code for this procurement is 1629, Small
Business size standard is small if its average annual receipts for its
preceeding 3 fiscal years do not exceed 17 million. THIS IS AN
UNRESTRICTED ACQUISITION BEING SOLICITED AND AWARDED UNDER THE SMALL
BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, ALL RESPONSIBLE SOURCES

short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
