Katherine Luhmann/Contracting Officer Sources sought to provide the
following: Part A: PE9728M -- BOQ's/BEQ's, Part B: PE9731M -- Dining
Halls and Option 1- PE9730M- Bldgs. #4048 (Administration) and Building
#3005 (Clinic). The work stipulated above includes the furnishing of
all labor, approved materials, equipment and incidental related work
required to complete the addition of new metal sloped roofs over the
existing flat roofs and the replacement of equipment to each building
boiler room with any additional incidental related work. The
BOQ's/BEQ's new roof addition will incorporate standing seam metal
roofs with underlayment of 6 inch x 16 ga. steel decking supported by
6 inch x 16 ga. metal stud walls. Existing vents and flues shall be
extended and flashed for a sloped metal roofs. New gables and walls
shall be constructed of 6 inch x 16 ga. metal studs with 4 inch
E.F.I.S. with a secondary weather barrier over 1/2 inch water resistant
gypsum wallboard. Remove existing roof hatch panels and replace panel
with a removal E.F.I.S.with lay-in panel. Provide insulation of walls.
Flashing and metal louver vents shall match existing building base
colors. The repair and replacement of equipment a the BOQ's an BEQ's
boiler rooms shall relate to domestic hot water and heating systems for
the buildings. All piping and electrical work is to support domestic
hot water system modifications. Included is the addition of concrete
equipment pads and reinforcement of supports. The Dining Hall Facility
roof addition will also be that of a standing seam roof over steel
decking supported by metal stud walls. At new vertical walls, flashing
and wall finishes from existing roof structure are to match existing.
At the existing north roof, a removable roof panel section is to be
constructed. The existing standing seam roof is rolled to the side and
then rolled back into place. All electronic roof top devices are to be
relocated to top of the new roof. The repair and replacement of
equipment at the Dining Hall boiler room shall be the domestic storage
tanks, boilers and piping associated with the equipment. The removal
of the two 5.5 foot x 12 foot storage tanks shall be through the
removable section of roof by means of a crane. Included is the addition
of concrete equipment pads and reinforcements to supports. Option 1-
Required to complete the main focal point of work is the addition of a
new metal sloped roof over the existing flat roof of Building #4048
(Administration). The work also requires the replacement of equipment
to each building boiler room (Building #4048 and Building #3005).
Building #4048 (Administration) new roof addition will incorporate
standing seam metal roofs with underlayment over 6 inch x 16 ga. steel
decking supported by 6 inch x 16 ga. metal stud walls. Existing vents
and flues shall be extended and flashed for slope metal roofs. New
gable walls shall be constructed of 6 inch x 16 ga. metal studs with 4
inch E.F.I.S. with a secondary weather barrier over 1/2 inch water
resistant gypsum wallboard. Remove existing roof hatch panel and
replace with a new removal E.F.I.S. lay-in panel. Provide insulation at
walls. Flashing and metal louver vents shall match existing building
base colors. All electronic roof top devices are to be relocated to top
of new roof. Existing light well openings to be infilled with a fire
rated assembly and finished with an accented suspended grid ceiling and
light fixtures. The repair and replacement of equipment at boiler rooms
to both Building #4048 (Administration) and Building #3005 (Clinic)
shall relate to domestic hot water and heating systems for the
buildings. All piping and electrical modifications incorporated are to
accommodate upgrades. Included is the addition of any concrete pads or
reinforcement of supports. The contract is to be awarded to the
responsible offeror who submits the proposal considered most
advantageous to the Government considering the following evaluation
factors: Price, Past Performance, Specialized
Experience/Qualifications, and Technical Competence. The following
evaluation criteria has been established and the factors enumerated
will be weighted equally: Factor 1 (Price), Factor 2 (Past
Performance), and Factor 3 (Specialized Experience). Within Factor 2-
Past Performance, the following subfactors are listed in order of
importance: Subfactor 2.1- Delivering quality work in a timely manner
at a reasonable total cost as evidenced by previously completed
projects of similar scope and magnitude. Subfactor 2.2- Effectiveness
of management and commitment to customer satisfaction. Subfactor 2.3-
Actual similarity of experience to this project in scope, dollar value
and complexity. Subfactor 2.4- Degree of satisfaction expressed by the
customer when contacted. Factor 3-Specialized Experience/Qualifications
is further subdivided as follows: Subfactor 3.1- The number and quality
of projects completed in the past ten (10) years, with scope,
magnitude, complexity and cost similar to the requirements in this RFP.
Subfactor 3.2- Specialized experience and qualifications of key
personnel proposed. Subfactor 3.3- Capacity to perform within the
required schedule. Subfactor 3.4- Availability of specialized equipment
required for construction. A site visit is set for July 15 1997 at
Resident Officer in Charge of Construction, Bridgeport, California.

estimated cost is between $1,000,000 and $5,000,000. -- NOTE: Plans and
specs will not be mailed to firms within a 20 mile radius of the
issuing office. Solicitation packages may be acquired in person from
Plan Issue or by mail. Telephone requests will not be accepted.
Requests for the solicitation package must be in writing stating RFP
number N68711-R-8311, with complete name, address, area code and phone
number and whether bidding as a prime/subcontractor/supplier. There
willbe a charge for plans and specs that is yet to be determined.

orders and they should be made out to DEFENSE PRINTING SERVICE. -- FEES
