REPLACEMENT OF THE CONTROLLER ELECTRONICS OF THE EXISTING MINI-LOAD
SYSTEM RESIDENT IN THE AUTOMATED STORAGE AND RETRIEVAL SYSTEM (ASRS) AT
TOBYHANNA ARMY DEPOT, TOBYHANNA, PA 18466 SOL DAAC71-97-R-0006 POC

Officer, JOYCE BEDNAR (717) 895-6369 Tobyhanna Army Depot intends to
negotiate on a sole source basis with HK Systems (Harnishchfeger
Engineers and Kenway), 515 East 100 South, Salt Lake City, UT 84145 for
upgrade of existing Government-owned AGVs and replacement of the
controller electronics of the existing Government-owned Mini-Load
System resident and currently in operation in the ASRS at Tobyhanna
Army Depot, Tobyhanna PA 18466. Upgrade of the AGV's will be performed
at the HK facility and will include but not be limited to replacement
of the power supplies, drive wheel and motor assemblies, interconnect
boards, contactor panels, antennas, choppers, card files, processors,
and firmware. Three obsolete E6100 control devices and Conveyor Real
Time Controller software used to control the Mini-Load System will be
replaced on-site at Tobyhanna Army Depot with state-of-the-art,
industry standard Programmable Logic Controllers (PLCs) to include
modification of the proprietary Eaton-Kenway manager software to enable
the ASRS main computer control system to recognize and interact with
the new PLC controllers. It is believed that HK Systems (then
Eaton-Kenway), the original designer and installer of the entire
Tobyhanna Army Depot ASRS System, is the only source capable of
performing this requirement because the logic behind the AGV
electronics and Mini-Load Software is proprietary to HK Systems --
there is no competitive data package available for this requirement --
