comments from industry on the feasibility and interest in providing
services of the nature described in the Statement of Objectives (SOO)
below in weapon system acquisitions. The intent is for the Government
to use a SOO in upcoming Request for Proposals which allows industry to
respond to the requirements with their plan of action via a proposed
statement of work. The Government would evaluate the contractors
proposals as part of an evaluation factor and choose the best value to
the government. The SOO is as follows: STATEMENT OF OBJECTIVES (DRAFT)
The purpose of these objectives is to assure that the contractor and
the government share a common product database in order to promote
teaming, enhance contractor-government communication and to give both
parties the use of the best available information in order to reduce
development, production and operational support costs. Intelligent
Product Data (IPD) encompasses all the information necessary for
acomplete definition of each configuration item in the product
baseline, and for accomplishing engineering analysis, manufacture, and
integrated logistics support. Real-time, on-line access to
contractor's IPD including all CAD/CAM/CAE data, CM/PDM systems and all
other data needed to obtain both design and logistics end products.
Merging a products' design and supportability. Data bases and data base
engines should be linked/bridged to retrieve logistics end products
throughout the product's life cycle to include design changes via
digital/electronic format. . The resultant Intelligent Product Data
(IPD) would allow the generation of the following logistics end
products by either the contractor or government: 1. Logistics Modeling
to determine the optimum repair concept, as well as spares
determination. 2. Family tree, functional block diagram, and top-down
breakdown. 3. Maintenance Plan Data (Maintenance Allocation Chart
(MAC)) to include maint/repair levels, maintenance functions,
repairable assemblies, support equipment, and repair times. 4. Basis Of
Issue Plan Feeder Data (BOIPFD) to include the list of components and
associated items of support such as Test Measurement Diagnostic
Equipment (TMDE), ground support equipment, and tools. 5. Interactive
Electronic Technical Manuals (IETMs/ETMs) -- Narrative technical
manuals (TMs) reflecting the Logistics model, interactive, with
multi-Service interoperability. 6. Computer based or artificial
intelligence training, interoperable with manuals. 7. Provisioning
Parts List (PPL) for products requiring government support, to include
establishment of provisioning/cataloging database, National Stock
Number (NSN) assignment, Repair Parts Manual development,
requisitioning information, stockage determination requirements, and
Supplementary Provisioning Tech Data (SPTD). 8. Spares and support
equipment to include initial provisioning to support either Operational
Test, fielding, or contingency operations. 9. Material Requirements
List (MRL) for fielding. Utilization of commercially available software
and hardware for development and maintenance of the product data,
including maximum use of industry standards and practices. Compatible
with CECOM internal existing information systems. For supplying
