See Numbered Notes 1, 12 and 26. The U.S. Geological Survey intends to
issue a solicitation for a Fixed-Price Incentive (FPI) Indefinite
Delivery-Indefinite Quantity (IDIQ) contract to design, engineer and
deliver Discharge Measurement Recorders (DMR) to be used as part of the
process to automate the stream gaging program of the Water Resources
Division. The DMR will be a small, portable, battery powered instrument
with data display which can be used by a hydrographer in a stream to
measure and collect records of data from which the stream discharge can
be determined using the mid-section method of computation. It shall
guide the hydrographer through the process of data collection,
accepting data entered by the hydrographer, measuring data directly
from conventional vertical axis current meters, and calculating other
relevant data. The data entry interface shall be optimized for a
hydrographer wearing cold weather gloves. During the process of data
collection, the DMR shall display key information and provide overall
quality control. The DMR shall store records of data collected from
several discharge measurements and serve as a vehicle for transporting
and transferring it to a computer. It must operate properly when
exposed indefinitely to temperatures ranging from -20 to 55 degrees
Celsius, relative humidity of 10 to 100 percent, condensing, and
rainfall or snowfall of light to moderate levels for at least two
hours. Additionally, the DMR shall be capable of being exposed to
temperatures of -40 to 60 degrees Celsius for indefinite periods,
submergence in water to 1.524 meters (five feet) for at least 20
minutes, and daily exposure to direct sunlight for at least four hours
without sustaining damage or having its operating characteristics
permanently altered. The Government intends to issue a delivery order
at contract award for five first article test units. After successful
delivery of the five fully operational units, the Government shall
purchase a minimum of 45 and a maximum of 145 additional units during
the first performance year. At the option of the Government, the
contract may be renewed for a second and third year with a minimum
purchase of 25 units to a maximum purchase of 150 units for each
additional year of the contract. The solicitation package shall be
available approximately July 1, 1997 with closing 30 days after
issuance of the package. Requests shall be in writing only (no
telephone requests will be accepted). Requests can be submitted via
facsimile at (703) 648-7901. It is the intent of the Contracting
Officer to make the solicitation package available after July 1, 1997
